Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree "On measures to ensure the true independence of judges and increase the effectiveness of preventing corruption in the judicial system" was adopted.
According to the Decree, starting from 1 February 2021, in the field of preventing manifestations of corruption in the judicial system, ensuring openness and transparency in the activities of the Council and the judicial system, it will be:
organized online coverage through the Internet (website) of examination processes in the selection of candidates for appointment for the first time to the office of a judge;
an electronic program was developed and implemented to assist in assessing the suitability of the profession of candidates for the position of a judge and judges based on their psychological profile;
specific criteria have been introduced into practice to ensure an open and transparent assessment of the performance of judges through an electronic rating.
According to the Decree:
the post of deputy chairman of the High Judicial Council is introduced, appointed and dismissed by the President of the Republic of Uzbekistan, who carries out his activities on a permanent basis;
On the basis of the Judicial Inspection for Ensuring the Immunity of Judges, the Judicial Inspection for Ensuring the Immunity of Judges and Preventing Corruption is being created;
Stimulation of the activity of judges in the administration of justice is organized, the Ibratli Judge awards and the badge “Sud Fakhriyisi” are established for judges who have carried out effective activities in the administration of justice and retired for many years.
A Club of Judges is being created under the Council, which operates on a voluntary basis and is empowered to provide advisory advice on the correct application of the existing norms of substantive and procedural law, as well as clarifications at the request of judges on the application of ethical rules in certain situations.
