The effective activity of university employees to be financially stimulated

Tashkent, Uzbekistan (UzDaily.com) -- The Cabinet of Ministers adopted a resolution “On approval of the Regulation on the procedure for material incentives at the expense of extra-budgetary funds for the teaching staff and other categories of employees of higher educational institutions of the republic”.

The resolution was adopted in accordance with the decrees of the President No. UP-5847 "On approval of the Concept for the development of the higher education system of the Republic of Uzbekistan until 2030" and No. UP-5505 "On approval of the Concept for improving the rule-making activity."

An amendment is being made to the Resolution of the Cabinet of Ministers from 1 August 2008 No. 164 to clause 4, according to which the following limit standards for the ratio of the number of students per teacher are established for the full-time form of study for bachelor’s and master’s degrees:

from the 2009/2010 academic year - 1: 10.5;

from the 2019/2020 academic year - 1:12;

from the 2020/2021 academic year - 1:14;

from the 2021/2022 academic year - 1:16.

Councils of higher education institutions are given the right, if necessary, to change the above proportions up to 50%.

The standards for the ratio of students per teacher by forms and blocks of education sectors are approved by the Ministry of Higher and Secondary Specialized Education in agreement with the Ministry of Finance.

The approved Regulations on material incentives for university employees determine that:

it is carried out in the form of monetary bonuses, as well as through the establishment of an increase or additional payment to wages by the management of an educational institution for achieving high creative and production indicators in work, at the expense of extra-budgetary funds;

the amount of material incentives are set depending on the contribution of each employee to improving the efficiency and effectiveness of the university.

Heads of universities (rector, vice-rectors, director of the branch and his deputies) allowances, additional payments and cash bonuses are established by the decision of the higher organization.

The Regulation lists cases in which, on the basis of a petition of a trade union organization, employees of universities can be provided material assistance at the expense of extra-budgetary funds.

The Regulation also contains:

the size and sources of material incentives;

the main criteria for material incentives for the teaching staff and other categories of employees of higher educational institutions.
