Tashkent, Uzbekistan (UzDaily.com) -- The Senate Committee on Women and Gender Equality has studied the situation regarding a resident of Ferghana region M. Saidova, who was left on the street with 4 children.
In the course of the study, it turned out that 2 months ago, a video was disseminated showing a citizen M. Saidova, born in 1978, who was born in Kushtepa district of Ferghana region and is permanently registered.
M. Saidova got married in Andijan region, currently does not live with her family. In Andijan region, this family has a yard with an area of 20 acres with all the amenities. M. Saidova’s husband said that he intends to live with her and her children on a land plot in Andijan.
In addition, when M. Saidova returned to Ferghana region, she was offered temporary housing in the Kushtepe region, but the woman refused.
At the same time, M. Saidova illegally settled in house 190, in apartment 42 on Yangi asr street in Ferghana city. This apartment, on the basis of the order of the khokim of the city dated 11 July 2018, was assigned in accordance with the established procedure on a lease basis without the right to privatization for Timur Budesko, a citizen deprived of parental care, who was brought up in the House of Mercy, in order to provide housing for orphans and children left without care parents.
Citizen Budesko lived in this apartment until 2019, before leaving for work in the Russian Federation, he did not apply to the khokimiyat for a certificate (reservation) to preserve the right to a dwelling during the period of departure to work abroad. Without any grounds, he gave this apartment to the citizen Ugilchakhon Bakhtakhunova, who lives in house 190, in apartment 64 on Yangi asr street in Ferghana.
According to the results of the inventory carried out by the specialists of the housing department at the city khokimiyat, it turned out that the citizen U. Bakhtakhunova unauthorizedly placed her friend M. Saidova in the indicated apartment.
U.Bakhtakhunova and M. Saidova were given legal clarifications on the above case. In particular, they grossly violated the procedure for using the state housing stock and the use by unauthorized persons of an apartment provided on a lease basis to a citizen deprived of parental care is illegal.
The living conditions of M. Saidova were studied. It has been established that she still has not applied to the khokimiyat that she needs housing, and is not registered with the khokimiyat as a family in need of housing. It was explained to her that she can receive housing from the state housing stock in the order of priority by submitting an application in the prescribed manner to the local government authorities at the place of residence.
For the legal resolution of disputes arising on this issue, the khokimiyat of the city of Ferghana filed a statement of claim to the Ferghana interdistrict court for civil cases and the khokimiyat of the city of Ferghana in the interests of citizen M. Saidova and before the court’s decision she was placed in house 190 in apartment 42 on Yangi asr street, where she lives to this day.
