Tashkent, Uzbekistan (UzDaily.com) - On 12 October 2020, a joint meeting of the Senate Committee of the Oliy Majlis on Judicial and Legal Issues and Combating Corruption and the Tashkent City Kengash of People’s Deputies was held, during which the results of a study in the city of Tashkent of the organizational and legal support of recording bodies were discussed acts of civil status (registry office), strengthening their material and technical base, creating the necessary conditions for the provision of qualified services to citizens.
The meeting was attended by members of the Senate, deputies of the Tashkent city and district Kengashes of people’s deputies, heads of relevant ministries and departments, representatives of the media.
It was noted that in accordance with the Decree of the President of the Republic of Uzbekistan "On measures to improve the social and spiritual atmosphere in society, further support the institution of makhalla, as well as raising the system of working with families and women to a new level" dated 18 February 2020, the civil registry offices were transferred to Public service agencies.
A complete inventory of the material and technical equipment and other property used by these bodies was carried out, the calculation of salary payments and equivalent payments to employees of these bodies, accounts receivable and payable for financing their activities. In addition, special treasury accounts have been opened for receipts from government duties, stamp duties and paid services for civil registration.
At present, the registry office has created all the conditions for the provision of legal services in full, while maintaining a distance. In order to prevent the spread of coronavirus infection and provide the population with legal services in a timely manner, the necessary measures were taken to protect the health of employees of the city and regional departments of the registry office.
In addition, to create convenience for the population, a (billing) online payment system has been introduced in the registry office. Also, the maintenance of electronic records of letters, notifications and statements has been established to monitor the special personal accounts of these bodies.
Thus, there are only 15 registry offices in Tashkent. For 8 months of 2020, they registered a total of 66,866 acts.
It was noted at the meeting that in the course of the study carried out by the Committee together with the Tashkent City Kengash of People’s Deputies, some mistakes and shortcomings were identified that impede the increase in the efficiency of the work of these bodies. In particular, the buildings of the Yashnabad and Bektemir regional departments of the registry office have not been transferred to the balance of the State Services Agency.
At the same time, taking into account the heavy workload of some departments of the registry office, the lack of the possibility of timely provision of services to citizens, it is required to introduce additional staff, revise the fees charged for services provided by these departments, and pay additional allowances to their employees at the expense of these receipts.
With a delay, the archival data of Yunusabad, Yashnabad, Shaykhantakhur, Yakkasaray, Chilanzar and Almazar districts were also entered into the information system "Unified Electronic Archive of Civil Registry Office".
In addition, in some territories the exchange of electronic data between the registry offices and other organizations is not established. As a result, citizens incur unjustified financial costs and stand in line for a long time, which leads to the emergence of corruption in this area.
During the meeting, specific tasks were identified for solving systemic problems identified during the study and improving activities in this area.
A joint decision was also adopted by the Senate Committee of the Oliy Majlis on judicial and legal issues and combating corruption and the Tashkent city Kengash of people’s deputies.
