Tashkent, Uzbekistan (UzDaily.com) -- Under the leadership of the Chairman of the Board of JSC "Uzbekneftegaz" Mehriddin Abdullayev, a meeting was held to analyze the results of January-November of this year on the sustainable provision of industries and the population of the republic with oil products, increasing the efficiency of oil storage depots, collecting accounts receivable and priority tasks at the end of the year.
The Chairman of the Management Board harshly criticized the fact that, despite the measures taken to provide consumers with petroleum products, including gasoline, cases of non-fulfillment by some managers and responsible persons of their duties were revealed at the local level.
The heads of the oil depots were instructed to conduct explanatory work through the media or social networks on the Internet, as well as to organize the work correctly.
It was noted that every leader should remember the current policy of transparency, openness and work conscientiously to improve the operation of the tank farm and increase efficiency.
When analyzing the activities of tank farms over the past period, it was revealed that the measures taken to collect accounts receivable are in an extremely unsatisfactory state, accounts receivable have increased 2.4 times compared to the beginning of the year, and cases of theft, shortage and abuse of official powers are still detected.
At Jizzakh, Bukhara, Morokand, Karshi, Andijan and Gulistan oil depots, large debts remain, especially in the issue of accounts receivable, there are no positive actions, there is bad debt and mistakes are repeated, the relevant leaders are still have not made the right conclusions yet.
Despite the fact that the relevant instructions were given to reduce accounts receivable and take measures to completely eliminate the debt, some tank farms continue to hide the debt in their reports.
In particular, accounts receivable are hidden in the reports at the expense of petroleum products supplied by the "Morokand oil depot" to consumers without payment for the past period. Accounts receivable from oil products supplied by Karshi Neftebaza to consumers without payment for the specified period are hidden in the reports, and in November of this year, accounts receivable in the amount of 32.7 billion soums are reflected in the reports.
According to the above fact, the director of "Karshi Oil Depot" B. Makhmudov was dismissed from his post.
The Chairman of the Management Board instructed the heads of the relevant departments to consider staffing the oil depots.
Instructions were also given for the consideration and removal from office of responsible managers, materially responsible employees who made financial shortcomings at all oil depots.
The activity of "Turakurgan oil depot", which made shortcomings in its activities, was severely criticized. As a result of the untimely receipt of 2 billion soums at the gas station, the head of the oil depot, the deputy for economic issues, the chief accountant were dismissed from their posts.
At this meeting, it was emphasized that the work on the sale of fuel distribution points to farmers (PRTF) is also weak in practice. In total, it was planned to sell 615 fuel distribution points to farmers, but today only 254 (41%) have been sold. 554 were evaluated, an expert opinion was received for 550, and 292 were put up for public auction through the single electronic trading platform E-ijro Auction. In total, it was planned to put up 300 fuel trucks for sale and lease 25, but so far only 180 (60%) have been sold and 14 (56%) have been leased.
In addition to 11 PRTFs belonging to Karshi Neftebaza, 6 PRTFs belonging to Morokand Neftebaza, contrary to the requirements of the resolutions of the Government and Uzbekneftegaz, were sold to enterprises established by employees of the oil depot.
Following the meeting, the relevant responsible persons were instructed to interact with law enforcement agencies to eliminate the identified errors and shortages, timely compensate for damage and shortages, ensure recovery, take measures against the guilty employees, and provide an appropriate legal assessment of negative circumstances.
