The activities of the Children’s Ombudsman for 2024 reviewed
Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis reviewed the report of the Commissioner for Children’s Rights (Children’s Ombudsman) on the compliance of state and law enforcement agencies with child rights legislation in 2024.
It was noted that the Law “On the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Children’s Rights (Children’s Ombudsman)” has enhanced the institutional foundations of this office. Under this legislative act, the Children’s Ombudsman submits an annual report to the chambers of the Oliy Majlis on the state of compliance with child rights legislation, including within law enforcement agencies.
The report presented was the first official address of the Children’s Ombudsman to Parliament, providing an overview of reforms aimed at protecting children’s interests. It covers the implementation of the UN Convention on the Rights of the Child, the Law “On Guarantees of Children’s Rights,” and other regulatory acts, assessing the degree to which government agencies comply with international standards and national legislation in this field.
The report also highlights the results of parliamentary oversight conducted by the Children’s Ombudsman. In 2024, the office received 1,064 appeals from citizens of Uzbekistan, ombudsmen from foreign states, stateless persons, public organizations, and other legal entities. This figure reflects growing public trust in the Children’s Ombudsman institution and the effectiveness of its work.
As part of its activities in 2024, the Ombudsman’s office organized 35 personal receptions of citizens and processed 160 appeals from individuals and legal entities. Based on the analysis and monitoring of these appeals, measures were taken to address violations of children’s rights by state authorities. Specifically, the Children’s Ombudsman issued 9 warnings, 3 recommendations, 18 opinions, and 6 petitions for judicial decisions to be contested.
A significant section of the report is dedicated to child protection against violence. As a result of analyzing the submitted appeals, 14 criminal and 18 administrative cases were initiated. Disciplinary actions were taken against 7 educators found guilty of physical violence against children in educational institutions, while 22 staff members of such institutions faced disciplinary measures. Furthermore, 3 law enforcement officers were disciplined for mistreating children, and 2 citizens were penalized for insulting the honor and dignity of minors.
During the reporting period, the Children’s Ombudsman and members of its office participated as observers in court proceedings for 46 civil, criminal, and administrative cases related to crimes against children.
To establish a more accessible and effective complaint mechanism on issues affecting children’s rights, “Children’s Ombudsman Complaint Boxes” were installed in all regions of the country at social and legal assistance centers for minors, as well as at Juvenile Correctional Facility No. 24. Additionally, an option to submit appeals via the electronic platform “murojaat.gov.uz” has been introduced, improving accessibility and efficiency in protecting children’s rights.
Members of the Legislative Chamber positively assessed the Ombudsman’s report, emphasizing its significance in advancing child rights protection. They also put forward proposals and recommendations aimed at strengthening the institution of the Children’s Ombudsman and ensuring the implementation of child rights and freedoms guaranteed by the updated Constitution and national legislation.
Leaders of political party factions also delivered speeches during the session.
Following the discussions, an appropriate resolution was adopted.
