The accelerator of socio-economic reforms identified areas that need to be addressed within 100 days

Tashkent, Uzbekistan (UzDaily.com) - In the third decade of May 2021 in the format of a videoconference, a leadership meeting was held (meeting of leaders) of the Accelerator of Socio-Economic Reforms under the Administration of the President of the Republic of Uzbekistan (Accelerator), organized by the Center for Economic Research and Reforms (CERR).

The purpose of the meeting of the leaders was to mobilize the resources of government agencies and departments, as well as to familiarize with the existing problems in the socio-economic sphere for their further prompt and effective solution in a 100-day period in accordance with the methodology of the Government Accelerator of the United Arab Emirates (UAE).

The meeting was attended by Director of the Center for Economic Research and Reforms O. Khakimov, as well as Accelerator coordinators M. Babadjanov, A. Khalmurzaev and T. Niyazmatov.

On the part of ministries and departments, over 50 participants took part in the videoconference at the level of leaders and responsible executors.

During the event, the participants, from the side of the director of CEIR O. Khakimov, presented the priority problems that need to be solved within 100 days.

The following problems were approved by the order of the Administration of the President of the Republic of Uzbekistan:

1. Development of a criterion for assessing the level of satisfaction of citizens with services provided by state organizations.

To date, there is no criterion for assessing the level of satisfaction of citizens with services provided by ministries and departments that directly work with citizens.

For a positive solution to this issue, it was proposed to introduce the "Happiness Metrics" system using the experience of the UAE. In accordance with this system, all citizens can evaluate the public services provided to them by means of emoticons (excellent, satisfactory and poor). At the end of the year, three best and three ineffectively working ministries and departments will be identified, an in-depth study of the state of affairs in ministries or departments that have shown a low rating will be carried out, and proposals will be developed to eliminate the causes that contribute to them. Also, through this system, the responsibility of managers for achieving the final results of the activities of the relevant ministries and departments will be increased and a competitive environment for state bodies will be created in order to improve the efficiency of work.

2. Formation of accounting of energy statistics of the Republic of Uzbekistan in accordance with UN standards.

There is no single fuel energy balance in the republic, which provides an opportunity for rational use and ensuring the efficiency of fuel and energy sources based on the standards of the UN Statistical Organization and the International Energy Agency.

In this regard, it is proposed to carry out an inventory of the data generated in the republic of energy statistics and make changes and additions to the existing statistical reports to cover the missing data, as a result, to develop an energy balance based on the changes made.

3. Implementation of a rating system for the areas of activity of business entities.

In accordance with the Decree of the President of the Republic of Uzbekistan dated September 11, 2019 No. UP-5817 "On measures to radically improve the legal and institutional system for protecting consumer rights", one of the tasks of the Consumer Rights Protection Agency is to provide consumers with access to reliable and complete information about goods (works, services, their manufacturers, contractors and sellers, including the use of information and communication technologies.

In this regard, it is proposed to create in the republic a system for maintaining ratings in the areas of activity of business entities in order to increase consumer awareness of goods and services, as well as improve their quality.

It is worth noting that in each of the three areas, working groups will be created with responsible employees of the involved ministries and departments, who will undergo trainings with the Accelerator coordinators every 25 days.

Based on the results of 100 days of work, at the final stage, a meeting of the leaders of the Accelerator will take place, during which, as expected, the results achieved in solving each of the defined areas will be presented.
