Tashkent, Uzbekistan (UzDaily.com) -- On 27 October 2022, a meeting of the Council of the Inter-Parliamentary Assembly of the CIS Member States was held. The meeting was attended by parliamentary delegations of the Commonwealth countries, representatives of partner international organizations.

The parliamentarians considered a large block of model laws on elections, referendums and their observation.

In addition, a number of model documents in the field of security, science and education, intellectual activity and other areas were considered. The legal norms contained in the model laws, deputies and senators of the Commonwealth states will be able to use in the future in the national legislations of their countries.

Model lawmaking is the main activity of the Assembly. Thanks to the interaction of parliamentarians of the Commonwealth countries on the platform of the IPA CIS, it is possible to ensure the harmonization of the legal systems of our republics and develop coordinated approaches to resolving issues in various areas of life in the CIS space.

Over 30 years of the IPA CIS, more than 600 documents have been developed and submitted to the parliaments of the CIS countries.

The head of the Russian Federation Council, Valentina Matviyenko, called the program of events within the framework of the Assembly session in Samarkand rich. “We are grateful to the President of Uzbekistan Shavkat Mirziyoyev for the invitation to hold a meeting of the CIS IPA in Samarkand. In the year of the 30th anniversary of the Assembly, for the first time in its existence, we are holding a full-fledged plenary meeting and the IPA CIS Council outside the headquarters in St. Petersburg,” she said.

Tanzila Narbayeva added that over the past 30 years, the IPA CIS has served as an effective platform for joint discussion of topical issues related to strengthening cooperation between the Commonwealth countries and making important decisions. “The Assembly makes a worthy contribution to the development of democratic processes, parliamentarism and civil society institutions in the CIS. Its role in ensuring friendship and solidarity between our countries is growing.”

Mahmadtoir Zokirzoda, Chairman of the Majlisi Namoyandagon of the Majlisi Oli of Tajikistan, believes that the CIS IPA has become a significant and influential institution for inter-parliamentary cooperation and lawmaking, the main efforts of which are aimed at convergence of the national legislations of the participating states and the formation of a common legal framework.

Chairman of the Jogorku Kenesh of Kyrgyzstan Nurlanbek Shakiev emphasized the great importance of work to strengthen the potential of the CIS IPA, based on trust and mutual understanding. The IPA should remain in demand as an effective structure of interaction, mutually beneficial partnership in all areas - political, economic, humanitarian, in the field of collective security.

The Council members discussed the agenda of the Fifty-fourth Plenary Meeting of the IPA CIS, heard information about the decisions of the Council of CIS Heads of State dated October 14, 2022, as well as about the activities of a number of Permanent Commissions of the IPA CIS.

Chairman of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev informed about the chairmanship of Kazakhstan in the Commonwealth of Independent States in 2022. He noted that for 30 years the IPA CIS has established itself as an effective institution of multilateral cooperation, has become an important platform for discussing education, social policy and human rights, culture, tourism and other areas of cooperation.

Chairman of the Federation Council Committee on Science, Education and Culture Liliya Gumerova presented Recommendations on promising areas of model lawmaking in the field of science and education. According to her, the document includes specific proposals for updating existing model acts and developing new laws. “In connection with the development of interstate relations and national legislations, the development and implementation of new technologies, model regulation of the scientific and educational sphere requires constant improvement.”

The members of the Council supported the initiative to form the Expert Council on Ecology and Nature Management under the IPA CIS and approved the Regulations on the Council.

Viktor Novojilov, a member of the Federation Council Committee on Agrarian-Food Policy and Nature Management, made a presentation on this issue.

Dmitry Kobitsky, Secretary General of the IPA CIS Council, spoke about the draft Long-term Plan for Model Lawmaking in the CIS for 2023-2025 and the work plan of the Inter-Parliamentary Assembly for the next year.

Chairman of the Legislative Chamber of the Oliy Majlis of Uzbekistan Nuriddin Ismoilov, Chairman of the Milli Majlis of the Republic of Azerbaijan Sagiba Gafarova, Chairman of the National Assembly of Armenia Alen Simonyan, Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus Natalya Kochanova, Chairman of the Mejlis of the Milli Gengesh of Turkmenistan Gulshat Mammedova tppk part in the discussions.
