Ten more steps in rulemaking

 

Tashkent, Uzbekistan (UzDaily.com) -- The next meeting of the Legislative Chamber of the Oliy Majlis will take place on 5 August. There are over ten issues on the agenda, including consideration of draft laws, responses to parliamentary inquiries sent to state bodies.

As already reported, as a result of meetings and dialogues of deputies with voters at the local level, problems were identified related to the lack of resources in commercial banks to finance entrepreneurial initiatives of the population.

For this reason, at a plenary meeting of the lower house of parliament on 22 July 2020, a parliamentary inquiry was sent to the chairman of the Central Bank M. Nurmuratov "On the work carried out in the country to expand the types and scale of microfinance."

The answer to it has been received and submitted to the deputies for consideration in the manner prescribed by law. Whether the answer will satisfy the members of parliament will become known at the next plenary session of the Legislative Chamber.

During the plenary session in the second reading, the draft law "On approval of the Urban Planning Code of the Republic of Uzbekistan" in the new edition will be considered.

The document was supplemented with new chapters, providing for discussion and decision-making in the urban development sphere, expert examination of project documentation, support of a competitive environment, licensing and accreditation, financial support, insurance and transparency of activities.

The approval of the new edition of the Urban Planning Code will make it possible to accurately determine the procedure and directions for developing the norms and rules of urban planning. Also, as a result of the introduction of the insurance norm, insurance of construction objects, construction equipment and machinery against accidental damage and damage will be provided, which will create favorable conditions for increasing investment in the construction sector.

In addition, the adoption of the document will become the legal basis for solving a number of important issues, such as protecting the interests of society and the state, legal entities and individuals, including business entities, allocating land plots, demolishing objects that caused discontent among citizens and were resolved on the basis of regulatory documents.

The Law "On International Commercial Arbitration" was adopted by the Legislative Chamber on October 24, 2019 and was included in the agenda of the second plenary session of the Senate of the Oliy Majlis, held on February 28, 2020. Then the senators, noting the need to revise the law, rejected it. To resolve the issue, a conciliation commission of two chambers was created.

The Commission reviewed and revised the Law "On International Commercial Arbitration" taking into account the opinions and proposals of the members of both chambers.

The document was included in the agenda of the plenary meeting of the lower house.

The purpose of the adoption of the law is to develop arbitration as an important institution of civil society in Uzbekistan, which is an alternative method for resolving disputes and acquires current importance, creates legal conditions for protecting the rights and legitimate interests of entrepreneurs in foreign economic activity, and ensures that the time and costs of business entities are reduced when resolving disputes arising from the implementation of foreign economic agreements.
