Tax incentives for residents of the creative park
Tashkent, Uzbekistan (UzDaily.com) — Presidential Decree “On Measures for Implementing the Tasks Identified During the Open Dialogue Between the President and Youth” has been adopted.
According to the decree, branches of the creative industrial park will be established in various regions of the country, along with business schools designed to train professionals in creative industries.
From 1 May 2025 to 1 January 2031, residents of the creative park will be granted tax incentives. Under these benefits, social tax and personal income tax will be paid at a reduced rate—50% lower than the standard rate. Regardless of their revenue from the sale of goods, services, or work, residents will be classified as turnover tax payers, though they may opt for the general taxation regime if they wish.
Additionally, young individuals who have obtained a C1-level national language proficiency certificate or an equivalent international certification within the past two years will be able to open specialized language training centers in remote and hard-to-reach areas. To support this initiative, they will be provided with an interest-free loan of up to 320 sizes of basic estimated value for a period of three years, with a six-month grace period.
As part of the decree, the “Yorqin Iste’dod” (Bright Talent) project will be launched in 2025 under the El-Yurt Umidi Foundation.
Within the framework of this project:
Talented and knowledge-driven young people who are unable to pursue education abroad due to difficult family circumstances will be selected annually.
The chosen candidates will undergo preparatory courses to help them gain admission to leading foreign universities that match their abilities.
This year, the El-Yurt Umidi Foundation will allocate 300 billion soums for the implementation of the Yorqin Iste’dod project.
Scholarship recipients who complete their education abroad through the El-Yurt Umidi Foundation will automatically be included in the national talent pool and will be employed in government agencies, organizations, and institutions without the need for a competitive selection process.
From June 1, 2025, young professionals under the age of 35 who have earned a PhD (or equivalent) degree from universities ranked in the top 100 of international rankings will be eligible for an interest-free loan for a period of 10 years, amounting to up to 2,150 sizes of basic estimated value, for purchasing housing in their respective regions.
The prize money for winners and medalists of prestigious international scientific olympiads will be increased fivefold.
Starting from the 2025/2026 academic year:
A state scholarship called "Oliy Bosh Qo‘mondon" (Supreme Commander-in-Chief) will be introduced for outstanding cadets, students, and trainees of military educational institutions.
Engineering and innovation-focused olympiads will be held among school students, with winners receiving additional government grants for admission to universities in relevant fields without entrance exams.
Furthermore, grants of up to 100 million soums will be allocated for the creation of national media content and intellectual shows aimed at fostering youth interest in science, education, and the promotion of national values.
Additionally, the "Yashil Tashabbuslar" (Green Initiatives) Fund will be established under the Agency for Youth Affairs. This fund will not have the status of a legal entity and will focus on supporting projects related to environmental protection and fostering a love for nature among youth. The fund’s total size will be up to 10 billion soums.
