Tashkent Proposes Fines for Unpaid Street Parking

Tashkent, Uzbekistan (UzDaily.com) — Authorities in Tashkent have proposed introducing fines for unpaid roadside parking, according to an initiative put forward by the Tashkent city administration (hokimiyat).

On 15 October, President Shavkat Mirziyoyev, while traveling by a BRT express bus along Shota Rustaveli Street, was presented with a detailed plan on the creation of dedicated bus lanes on other major streets, as well as the construction of bus terminals and parking areas at the city’s five main entry points.

The presentation highlighted persistent issues such as non-payment and disorderly parking, as well as the shortage of impound lots.

As a potential solution, the city administration proposed introducing administrative liability for unpaid parking and establishing special impound zones for vehicles violating parking rules.

According to Zoyir Yuldashev, spokesperson for the Traffic Safety Service of the Ministry of Internal Affairs, the current legislation does not yet include penalties for failing to pay for street parking.

At present, fines are imposed only for stopping in prohibited areas marked by road signs or in other cases defined under Clause 91 of the Traffic Regulations (PDD).

Paid parking zones are considered part of the roadway, where all traffic rules apply — and therefore, non-compliance should entail administrative penalties, the statement noted.
