Targets set to achieve gender equality

Tashkent, Uzbekistan (UzDaily.com) -- At the thirty-sixth plenary session of the Senate, the issue of implementing in 2022 the Strategy for achieving gender equality in the Republic of Uzbekistan until 2030 and approving comprehensive measures for its implementation in 2023 was discussed.

It was noted that certain work has been carried out to implement a comprehensive program of measures to implement the Strategy in 2021-2022.

In particular, in the field of improving the legislative framework aimed at ensuring equal rights and opportunities for women and men, 41 legal acts were adopted (1 Law, 2 decrees and 12 resolutions of the President of the Republic of Uzbekistan, and 26 government resolutions). The tasks of the gender audit, the procedure for its implementation and consideration of the results are defined.

In the field of the implementation of the electoral right, 11 indicators have been developed that monitor the equal participation of women and men at all stages of elections. These indicators have been put into practice since the campaign for the election of the President of the Republic of Uzbekistan in 2021.

The Program for Enhancing the Activism of Women in Public Administration was approved, a personnel reserve of 25,055 women with managerial potential in various fields was formed, and a total of 14,054 women were trained on the basis of 3 separate training programs to prepare them for leadership.

In the socio-economic sphere, 17,930 unemployed women included in the "Iron Notebook", "Women’s Notebook" and "Youth Notebook" were provided with subsidies for entrepreneurial activities and self-employment.

At the same time, as the senators noted, a number of shortcomings were made in the implementation of the Gender Equality Strategy.

In particular, some targets to be achieved in 2022 have not been met, as the Committee on Family and Women has not been able to effectively organize its activities to achieve the targets of the Strategy.

For example, in 2022, the planned indicator for the proportion of women in ministerial and ministerial positions, in senior positions (khokims) in local executive bodies, in senior positions of political parties and among judges was not achieved.

Some tasks outlined in the comprehensive action plan for the implementation of the Strategy for Achieving Gender Equality in 2021-2022 have also not been completed.

Thus, work has not been completed on the ratification of the conventions of the International Labor Organization aimed at achieving gender equality, the implementation of the norms contained in them into national legislation, as well as the establishment of individual scholarships in order to encourage gifted students.

During the meeting, the program of comprehensive measures for the implementation of the Strategy for achieving gender equality in 2023 was also considered.

This program covers priority areas, such as improving the legislative framework aimed at ensuring equal rights and opportunities for women and men, creating equal rights and opportunities in public service, education, science, sports, healthcare, socio-economic sphere, prevention of harassment and violence, budgeting with a gender perspective, improving the maintenance of gender statistics.

The senators noted the importance of the timely implementation of the tasks and activities outlined in the Strategy for achieving gender equality and the comprehensive program of measures for its implementation in 2023, as well as strengthening work in this direction.

It was emphasized that the implementation of the comprehensive program of measures in 2023 will be constantly monitored by the Senate Committee of the Oliy Majlis on Women and Gender Equality, their implementation on the ground - by local representative bodies.

The corresponding resolution of the Senate was adopted on this issue.
