Tashkent, Uzbekistan (UzDaily.com) - At today’s plenary session of the Senate of the Oliy Majlis, Chairperson of the Senate Tanzila Narbaeva noted that the issue of the budget for the parliament is of paramount importance. - We need to stop theft in this area.

“Last year, more than 2.5 thousand budgetary institutions embezzled budgetary funds worth more than 301 billion soums,” said the Chairperson of the Senate. The fact that cases of public procurement through artificial price increases have been identified is a matter of concern. The growing number of corrupt officials (in 2019 - 1,339 people, in 2020 - 1,723 people) requires further strengthening of the fight against this evil.

At a video conference on the development of the service sector, held the other day under the leadership of the President of our country, serious shortcomings in this direction were also noted. The increase in cases of corruption in the field of construction, medicine, preschool education was especially noted.

According to the analysis, during the examination of 44 legislative acts in the field of construction, in half of them (23) 124 corruption factors were identified, in 13 out of 70 legislative acts in the health sector (19%) - 41 corruption factors, in 17 out of 96 legislative acts in the field of education (18%) - 81 corruption factors.

T. Narbaeva noted that, based on this, the prosecutor’s office should take effective and decisive measures in this direction, make specific proposals to the National Council for Combating Corruption.

The meeting criticized the lack of responsibility of local officials responsible for supporting entrepreneurship. After all, these subjects are the decisive link in increasing the state budget funds, improving the well-being of the people.

In particular, the rights of more than 5,200 entrepreneurs have been violated. More than 350 illegal documents were adopted that contradict the interests of entrepreneurs. The problems of almost 24 thousand entrepreneurs in various areas (loans, land, buildings, communications, licenses) were resolved only after the intervention of the prosecutor’s office.

As a result of insufficient attention to the efficient use of land in agriculture, more than 10 thousand hectares of land have been seized without permission. Almost 14 thousand hectares of land were used for other purposes.

More than 78 thousand hectares of land have been illegally allocated. Thousands of tons of seeds, mineral fertilizers, oil products and other resources were illegally obtained.

If in 2019 1.7 billion soums were embezzled, allocated for irrigation and reclamation activities, then last year there were almost ten times more such thefts - 16 billion soums. If in 2019 92 crimes were detected in this direction, then last year this number increased almost fourfold to 359.

At the meeting of the Senate, instructions were given to eliminate such shortcomings and prevent them in the future.
