Tashkent, Uzbekistan (UzDaily.com) -- Today, on 9 November, a meeting of the Committee of the Senate of the Oliy Majlis of the Republic of Uzbekistan on science, education and health was held. It was attended by members of the Senate, representatives of relevant ministries and departments, as well as the media.
During the meeting, the state of the work carried out in Tashkent on vocational training and employment of young people, in particular, inmates of the Mehribonlik houses not covered by higher education, was discussed.
It was noted that certain work has been done in this direction. In particular, during 2020, only 2850 young people were employed at state and non-state enterprises in Tashkent. 483 young people were trained in Tashkent city administration to support the mahalla and family. In addition, in the context of makhallas and districts, a list of 413 young people aged 18 to 30 has been formed who have expressed a desire to study a profession.
Vocational training centers have been created in vocational colleges to train young people who have expressed a desire to study a specialty in the city.
In addition, work is underway to provide vocational training and work for each graduate of the Mehribonlik homes.
Currently, 533 orphans and children deprived of parental care are being brought up in the houses "Mehribonlik" No. 21, 23 and 30 of the main department of public education of the city of Tashkent and in the "Children’s mahalla - SOS".
Separate rooms of the Household Academy, scientific and sports sections of various specialties, including classes on IT technologies and "Robotics" are organized in the houses of "Mercy" and "SOS - Children’s Mahalla".
The issue of creating the necessary conditions for the social adaptation of the pupils of the Mehribonlik houses was discussed at the sessions of the Tashkent city and district Kengashes of people’s deputies.
At the same time, it was noted at the meeting that some systemic problems in this area have not been resolved.
In particular, it turned out that the Yashnabad district, the system of considering appeals of young people who are not covered by higher education, are not provided with jobs is not fully established, the work of the regional department of the Agency for Youth Affairs in this direction is visible only in numbers, there are no practical results and specific proposals, work Yashnabad district department for support of makhalla and family in this direction is insufficient, there is no systematic work to ensure youth employment for each of its age groups.
Of the 1,741 young people who were planned to be employed in Shaykhantakhur district in 2020, only 314 or 18 percent have been employed in the past nine months. This situation shows the lack of due responsibility of the district leaders, especially the sector leaders for the launch of the planned projects.
In Chilanzar district, work to ensure the employment of young people and their professional training is not organized at the proper level. Monitoring of the provision of youth employment by the responsible organizations of the district has not been established.
Currently, 23 out of 37 graduates of the Mehribonlik house No. 23 of Yunusabad district of the 2019-2020 academic year have not been allocated housing, which is why they live today in the Mehribonlik house. 6 of them are unemployed.
As a result of the fact that special separate classes for teachers in the subjects of general education schools with those who are brought up at the House of Mercy in Tashkent have not been established, the admission rate of graduates to higher educational institutions is only 18%.
Although the graduates of the Mehribonlik House have been assigned preferential loans to establish entrepreneurial activities, in Tashkent no loans were allocated to the graduates of the Mehribonlik House, and the territorial departments of the Agency for Youth Affairs did not organize propaganda events at a sufficient level.
At the meeting, information was heard from the relevant ministries and departments, the khokimiyat of the city of Tashkent, deputies of the Tashkent city Kengash on this issue and a decision was made by the Committee to eliminate the identified deficiencies.
