Tashkent, Uzbekistan (UzDaily.com) -- At the twenty-third plenary session, the Law "On amendments and additions to certain legislative acts of the Republic of Uzbekistan in connection with the strengthening of the protection of material cultural heritage" was discussed.
It was noted that the goal was to turn tourism into one of the driver sectors of the national economy. To do this, we have wide untapped opportunities, natural conditions, historical and cultural monuments. Our historical and cultural sites are of inestimable value not only as a material heritage, but also as a spiritual wealth of our people. From this point of view, strengthening the protection of tangible cultural heritage is one of the topical issues today.
During the discussion, it was noted that the Senate Committee on Youth, Culture and Sports, in the course of studies conducted in Bukhara, Kashkadarya regions and the city of Tashkent, revealed cases of causing material damage to cultural heritage objects on an especially large scale, some archaeological objects taken under state protection disappeared .
In some cases, the work carried out at the expense of the State budget on cultural heritage sites is carried out in violation of the requirements for restoration, which causes great damage to the historical and artistic value of these objects.
Thus, when studying the restoration work carried out in the historical complex of Sitorai Mokhi-Khosa, it was found that due to their improper conduct, its artistic decorations, patterns, lined tiles were lost in the complex, damage to historical and artistic value was caused in the total amount of 28 billion soums.
This case shows that the detection and prevention of this type of offense requires special knowledge and experience, as well as a modern approach. Investigative processes should be conducted by qualified investigators.
In order to solve the existing problems legislatively, the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in connection with the strengthening of the protection of objects of material cultural heritage” was developed.
The law stipulates strengthening the measures of responsibility for the destruction, destruction or damage of objects of material cultural heritage, the transfer to the category of grave crimes of acts that cause significant damage to objects of this category, the establishment of liability for failure to fully and within the prescribed time limits to comply with the instructions and instructions of the Agency cultural heritage under the Ministry of Tourism and Sports.
The law was approved by the senators.
