Senators approve the Law “On Public Procurement”

Tashkent, Uzbekistan (UzDaily.com) -- At the thirteenth plenary meeting of the Senate of the Oliy Majlis, held today, on 12 March, senators discussed the Law of the Republic of Uzbekistan "On public procurement".

The purpose of this Law is to create an open and transparent, effective and holistic system aimed at regulating relations in the field of public procurement.

During the discussion, attention was also paid to the existing gaps and problems in the implementation of the current legislation.

In particular, it was noted that there are such shortcomings when most of the procurement is carried out without using an information and communication system that ensures openness and transparency, the procurement control system does not meet modern requirements and there is an increase in the number of cases of non-compliance with documents in the field of public procurement.

As a result, in 2019 alone, in 729 cases, it was allowed to conclude contracts in the amount of 2,908.1 billion soums without holding tenders for these orders.

The law, considered with the aim of eliminating such shortcomings, is of great importance in solving urgent issues:

targeted use of budget funds allocated for public procurement and other centralized sources;

ensuring efficient use of guaranteed government credit resources;

harmonization in a short time of the "price-quality" indicators while providing the public sector with the necessary goods, works and services;

achieving effective results in combating corruption.

Implementation of the Law will not only eliminate conflicting legislative requirements, but also ensure transparency of procurement, create convenience for business entities and the population.

After active discussion, this Law was approved by the senators.
