Senators approve amendments to some legislative acts

The law introduces changes and amendments to some legislative acts, directed at further improving legislation in public-political, social-economic and judicial-law spheres.

The Ministry of Labour and Social Protection of Uzbekistan was reorganized into Ministry of Labour in line with the presidential decree from 22 February 2016.

The Ministry of Healthcare overtook the tasks on providing medical-social aid to people with disabilities, including children with special needs, war veterans, etc.

The Ministry of Finance received authority on monitoring of appointment and payment of social manuals and material aid to needy families and citizens. Ministry of Labour handed over Muruvvat and Sahovat houses, as well as National Center for Rehabilitation and Prosthetics of disabled people to the Ministry of Healthcare.

In line with the requirements of adopted decree, the laws of Uzbekistan such as “On social protection of disabled people in Uzbekistan”, “On employment of population”, Tax Code, Labour Code and other laws will be amended.

Introduction of amendments and changes to the laws will further improving system of rendering medical-social aid to people with disabilities, War and Labour veterans, elder people and other vulnerable layers of population.

It also introduces changes to some laws, such as “On water and water use”, “On self-governing bodies”, “On quality and security of food products”, “On farms”, and others in connection with adoption of the law “On veterinary” in new edition.

Changes and amendments will serve for single implementation of norms of legislation in the sphere of veterinary and other acts, regulating relations in the sphere.

The law also amends the Criminal Code to further improve liability for fraud and theft of vehicles. The amendments are based on study of crimes and its dynamics.

According to Senators, amendments will help to protect rights and interests of individuals and legal entities, ensure principle of fairness of punishment, as well as improve efficiency of measures on preventing crimes in these spheres.

It amends Criminal Code and Code of administrative responsibility, which directed at ensuring single use and eliminating contradictions of the legislation in the sphere of budget, estimates and staff discipline, etc.

The amendments further liberalize and optimize liabilities for violation of budget, estimates and staff discipline. According to the document, criminal punishment will be applied only to large scale crimes, while administrative punishment will be applied to activities, committed in small and significant size

Senators noted that amendments will further serve on further optimizing system of liability for violation of budget legislation, strengthening of budget discipline.
