Senate’s committee discuss draft budget for 2021

Tashkent, Uzbekistan (UzDaily.com) -- On 4 December 2020, a meeting of the Senate Committee of the Oliy Majlis of the Republic of Uzbekistan on youth, culture and sports was held in the form of videoconference. 

It was attended by senators, experts, representatives of the ministries of physical culture and sports, culture, support of the mahalla and family, the National Olympic Committee and the Committee on Interethnic Relations and Friendly Relations with Foreign Countries, the Agency for Youth Affairs, the Uzbekkino Agency, the Center for Spirituality and education, as well as members of the Youth Parliament under the Senate and representatives of the media.

At the meeting, the draft Law "On the State Budget of the Republic of Uzbekistan for 2021" and a preliminary draft of the Budget Message were comprehensively discussed.

It was noted that in 2020, 2.4 trillion soums were allocated from the State budget to the sphere of culture and sports, which is 5.5% more than the parameters approved by the end of the year. In particular, it is expected that 1.4 trillion soums are provided for the sphere of culture. 1.0 trillion soums - for sporting events.

Within the framework of the Investment Program in 2020, 70.5 billion soums were allocated to 11 specialized boarding schools of the Olympic reserve and 15.6 billion soums to 2 children's music schools and schools of art of the II type.

In addition, in 2020, 50.5 billion soums were directed to overhaul and equip 17 buildings of cultural centers, 19.2 billion soums - to overhaul three theater buildings and equip one Kattakurgan city drama theater. 19.7 billion soums were allocated for major repairs and equipping 10 museum buildings.

When allocating budget funds, attention is also paid to the implementation of works on the repair, restoration and restoration of cultural heritage sites.

In our country, the most favorable opportunities are created for freedom of speech and the activities of the media. In particular, 20.0 billion soums were transferred from the State budget to the Fund for Supporting the Development of the Information Sphere and Mass Communications of the Republic of Uzbekistan to cover the costs associated with information campaigns to promote the positive image of Uzbekistan abroad, the promotion of reforms carried out in the country and broad public awareness. ...

In addition, by the end of the year, within the framework of the program of measures for the further development of domestic cinematography, 55.8 billion soums are expected to be from the State budget for production of 30 documentary, popular science, educational and methodological films, film chronicles, consisting of 60 parts, etc.

According to the forecast of expenditures of the State Budget of 2021 in the context of spheres, expenditures on the sphere of culture and sports will amount to 2.6 trillion soums, which is 13.7% more than the approved parameters of 2020.

In 2021, it is planned to allocate 242 billion soums from the state budget to finance state programs in the field of culture, and 407 billion soums to state programs for the development of physical culture and mass sports.

In addition, in 2021, at the expense of the State budget for the first direction of five important initiatives put forward by the President of the Republic of Uzbekistan, in order to widely attract young people to cultural and art institutions to provide schools with musical instruments and equipment, it is planned to spend 8.4 billion soums to the second direction, in order to attract young people to physical culture and sports for the purchase of sports equipment - 45.0 billion soums.

It was noted that it also envisages the costs of providing housing for orphans and children left without parental care. It is planned to allocate 55.8 billion soums from the state budget for the formation and provision of the material and technical base of modern culture and recreation centers.

At the meeting of the Committee, based on the discussion, senators and representatives of the relevant ministries and departments made proposals to amend the parameters of the budget for 2021.
