Senate sends a parliamentary request to increase the efficiency of medical examination of young people

Tashkent, Uzbekistan (UzDaily.com) – An issue of sending a parliamentary request to the Cabinet of Ministers of the Republic of Uzbekistan to improve the efficiency of medical examination of young people getting married was considered at the Senate of Oliy Majlis of Uzbekistan.

At a video conference on measures to improve the primary health care system and the formation of a healthy lifestyle among the population, held on 6 November under the chairmanship of the President, urgent problems related to this area were raised, the responsible structures were given important instructions to improve the health of the people.

In recent years, the state youth policy has been aimed at achieving specific objectives, its consistent implementation continues, based on comprehensive measures. First of all, priority is given to taking all necessary measures to ensure in practice the principle of a healthy mother - a healthy child, to protect our children from various diseases, and to pay special attention to their health.

According to researchers, state investments in education and health of children aged 3 to 22 will return 19-22 times more in the future.

The reproductive health of young men and women who are future parents plays an important role in the healthy and harmonious development of the young generation.

In our country, on average, more than 300,000 marriages are registered annually, and more than 600,000 people undergo premarital examination.

The number of divorces among young people is steadily growing - from 29,300 to 31,400 in 2015-2019. The reasons for family divorce are also due to disagreements in personal relationships, infertility, the birth of disabled children, and chronic diseases of the spouses.

Due to the presence of some shortcomings in the health care system, the insufficient level of medical culture of young people, in 2019, 3357 cases of infant deaths were registered and 4075 in the first 6 months of 2020. This is also due to hereditary diseases and marriages between close relatives.

In order to eliminate such cases, the Cabinet of Ministers of the Republic of Uzbekistan determines the volume and procedure for medical examination of persons entering into marriage in accordance with the Family Code of the Republic of Uzbekistan. The Government resolution “On Approval of the Regulations on Medical Examination of Persons Marrying” was adopted on 23 August 2003.

However, the presence of systemic problems in the premarital medical examination, the frivolous attitude of young people towards it, the formal medical examination, the lack of appropriate specialists and the material and technical base in hospitals subsequently have a negative impact on the strength of the family and the health of the children being born.

The results of a survey conducted in 8 regions of the country with the participation of 842 respondents in 2019 by the Senate Committee on Youth, Culture and Sports and the Mahalla and Family Research Institute for premarital medical examination also clearly showed the problems existing in this area.

According to the survey, 88.1% of respondents expressed the opinion that they underwent a medical examination voluntarily, and the rest did not want to undergo a medical examination, since diseases are not completely diagnosed during it. 80% of the participants reported that they passed the medical examination with a number of problems. In particular, 42.5% of respondents emphasized that medical examinations are time-consuming.

In particular, problems were noted related to the fact that the responsibility of medical workers and their qualifications do not meet the requirements at the proper level. It is impossible to undergo a medical examination for some diseases at the place of residence, and sometimes there are cases of corruption.

Senators put forward proposals to improve the control system for ensuring the objectivity and quality of medical examinations of young people entering into marriage, compliance with the territorial principle during medical examinations, free consultation on the medical-genetic and reproductive health of young people entering into marriage, increasing the responsibility of doctors and employees of the registry office, the appointment of a single organization that monitors the activities of medical service institutions for medical examination.

On the basis of the above, a resolution was adopted by the Senate of the Oliy Majlis to send a parliamentary request to the Cabinet of Ministers of the Republic of Uzbekistan to improve the efficiency of medical examination of young people entering into marriage.
