Senate reviews draft law on enhancing tax and budget legislation, recommends revisions
Tashkent, Uzbekistan (UzDaily.com) — At its plenary session, the Senate of Uzbekistan reviewed the draft Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Improvement of Tax and Budget Legislation.”
During the discussion, it was noted that Uzbekistan continues to implement consistent reforms aimed at modernizing its tax and budget systems. These include simplifying tax requirements, introducing more effective tax administration tools, reducing the tax burden on businesses, and improving the efficiency of public financial oversight.
The draft law introduces a number of amendments to the Budget Code. These include establishing deadlines for submitting the draft State Budget and the accompanying Budget Message to Parliament, as well as requirements for publishing information on the financing of publicly significant initiatives—developed with public input—on official websites and the “Open Budget” information portal.
Changes to the Tax Code address issues such as the taxation procedure for land plots leased to budgetary organizations, the responsibility for paying land tax (whether by the lessor or lessee), the provision of tax benefits to entrepreneurs operating in specific sectors, and several other technical matters.
However, senators emphasized that certain provisions in the draft law require further refinement. In particular, they called for a review of the rules governing the provision of paid services using medical equipment acquired through grant-based assistance. Additionally, they underscored the importance of establishing clear timeframes for parliamentary review and approval of the State Budget.
It was concluded that several norms need clarification and alignment with recently adopted legislation.
As a result, the Senate adopted a resolution recommending that the draft law be revised.
