Senate Rejects the Law on State Social Insurance

Tashkent, Uzbekistan (UzDaily.com) — At its recent plenary session, the Senate of the Oliy Majlis reviewed the draft Law “On State Social Insurance.”

During the discussion, it was noted that the document was developed to further strengthen the country’s social protection system. It defines the concepts of state social insurance, insured events, and the rights and obligations of insured persons, insurers, and policyholders.

The law also regulates issues related to funding sources, insurance contribution rates, categories of payers, state guarantees for the system’s financial stability, as well as the appointment and procedures for benefit payments.

At the same time, senators emphasized the need to refine certain provisions. In particular, the draft does not clearly specify the powers and responsibilities of the authorized body, lacks regulation on how amendments should be made to existing legislation following the adoption of the new law, and contains more than ten cross-references, which parliamentarians noted could complicate its direct application.

Following the discussion, senators recommended addressing the identified shortcomings and aligning the provisions with current legislation. Taking these observations into account, the law was rejected.
