Tashkent, Uzbekistan (UzDaily.com) -- At the thirteenth plenary meeting of the upper chamber of the Oliy Majlis, the Law of the Republic of Uzbekistan "On amendments and additions to some legislative acts of the Republic of Uzbekistan" was discussed.

It was noted that, at the initiative of the President, over the past four years, all conditions have been created in Uzbekistan to ensure in practice freedom of speech, pluralism of opinions, open and transparent expression by people of their views. In order to ensure guarantees of the activities of the mass media in our country, along with the Constitution, other laws have been adopted.

As you know, guaranteeing freedom of speech and thought on a legal basis is an integral part of a democratic state governed by the rule of law.

But recently, due to the fact that the culture of receiving information and its dissemination has not been fully formed, there have been cases of damage to the legally guaranteed rights and interests of citizens by some websites or their owners, including those involved in blogging. when they exercise their rights.

In addition, the insufficient legal culture of such persons in the field of dissemination of information increases the likelihood of calling them from their website and (or) from the website page to violently change the existing constitutional system, the territorial integrity of the country, propaganda of the ideas of war, religious extremism, disclosure of the state. or other secrets protected by law, distribution of content that undermines the honor and dignity or business reputation of citizens, allowing interference in their privacy, riots, violating the requirements of the law.

In this regard, it is advisable that all owners of information feel responsibility for the word and its consequences, as well as the guarantees of the rights of others were appropriately defined.

It was noted that the Law introduces some changes and additions to the Criminal Code, the Code of Administrative Responsibility and the Law of the Republic of Uzbekistan "On Informatization".

The purpose of the Law is to include in the legislation norms aimed at counteracting and preventing the dissemination of information by websites or their owners, including bloggers in order to call for riots and violence, disseminate false information that threatens the safety of citizens, propaganda of violence or cruelty, committing unlawful action.

The adoption of the Law will serve to eliminate and prevent a public call for mass riots and violence against citizens, public appeal, as well as through the mass media, an appeal of citizens to non-compliance or violation of the law, dissemination of false information that threatens public order or security

At the same time, the Law provides for the prevention of such violations of the law as the dissemination of information, including information expressed in an indecent form, demonstrating disrespect for society, the state, state symbols, propaganda of pornography, the cult of violence and cruelty, incitement to commit suicide, as well as strengthening measures punishment for such offenses, continuous monitoring by the owner of the website and (or) website page, including by the blogger, for the content he distributes and their strict compliance with the requirements established by law.

The adoption of special laws regulating the activities of the media creates an integral system of legal acts, ensures the legal certainty of relations in the field and serves as a guarantee of freedom of the media in practice, which clearly defines the rights and obligations of all parties, makes it possible to ensure their rights in the future. okay.

In addition, the processes of democratization of public life carried out in our country contributes to an increase in the political and social activity of civil society actors, as well as the free dissemination of relevant, reliable and significant information for society.
