Security Services of CIS Countries Discuss Coordination Against International Threats

Tashkent, Uzbekistan (UzDaily.com) — On 17 October 2025, Samarkand hosted the 21st Meeting of the Heads of Security and Intelligence Agencies of the Commonwealth of Independent States (CIS), dedicated to issues of intelligence cooperation.

The event brought together delegations from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan.

The agenda included a review of the past year’s results in inter-agency cooperation and discussions on improving coordination in countering international destructive forces seeking to undermine domestic political stability within the CIS countries.

In his address, Sergey Naryshkin, Director of Russia’s Foreign Intelligence Service (SVR), gave a detailed overview of the current global situation, outlining both challenges and opportunities for CIS member states amid the ongoing transformation of the world order. He emphasized that each national service possesses valuable experience in countering external and internal threats, and that the exchange of such expertise enhances the resilience and collective security of the Commonwealth.

Delegation heads expressed their support for continuing dialogue on security cooperation, highlighting its importance for the stable and sustainable development of CIS member states.

At the conclusion of the meeting, participants signed a memorandum confirming their commitment to improving mechanisms for interaction and expanding formats of cooperation aimed at protecting national interests and ensuring collective security against external negative influences.

On the sidelines of the forum, Sergey Naryshkin held several bilateral meetings with the heads of partner intelligence agencies to discuss prospects for further collaboration.
