Sea Breeze Uzbekistan Resort Project on Charvak Undergoes Public Consultation
Tashkent, Uzbekistan (UzDaily.com) — The international tourism center project Sea Breeze Uzbekistan has completed its public consultation phase. The hearings took place on 23 January at the Bostanlyk District Hokimiyat building in Tashkent Region as part of the mandatory environmental impact assessment process. The resort is planned on the shores of Charvak Reservoir.
Participants included local residents, government representatives, media, bloggers, environmentalists, and relevant experts. The discussion focused on environmental safety, particularly preventing the discharge of untreated wastewater into the reservoir, implementing a centralized sewage system, and establishing ongoing environmental monitoring.
Organizers emphasized that the project will fully comply with national environmental legislation and international standards. All suggestions and comments from the hearings were officially recorded and will be taken into account in subsequent stages of the project’s preparation and implementation.
According to submitted materials, the all-season resort will occupy 577 hectares in Bostanlyk District, with an estimated investment of approximately US$5 billion. The master plan is being developed by the UK architecture firm Scott Brownrigg, and the project is scheduled for implementation from 2025 to 2035.
The Tashkent Regional Hokimiyat, in coordination with the Ministry of Agriculture, has been tasked with gradually terminating the rights of landowners, users, and tenants of the designated plots and transferring the territories to the category of free land under the district hokimiyat. The matter will then be reviewed by the Government Commission for Land Category Changes, including agricultural and forest lands.
The Sea Breeze Uzbekistan joint venture will receive the 577-hectare site under a 25-year lease with priority renewal rights. The market rental value was set at 1.7 trillion soums, but after applying a reduction factor of 0.01, the final amount is 17 billion soums, payable in installments over five years.
The approved master plan allows the division of the territory into separate lots with the possibility of transferring rights and obligations to third parties through subleasing, as regulated by the Land Code.
The project was first presented to President Shavkat Mirziyoyev by businessman Emin Agalarov on 16 December 2024. The president supported the initiative and instructed the formation of a special commission chaired by the prime minister. By late December, the president indicated that total investment in the Charvak project could reach US$7–10 billion.
In April 2025, Mirziyoyev reviewed the master plan, developed with the participation of several foreign companies. The concept envisions a resort divided into ten compact zones: the waterfront will feature boulevards, beaches, and recreational spaces, while slopes will host hotels, cottages, residential units, restaurants, and viewing platforms.
In early July, Emin Agalarov presented an updated concept and briefed the president on the operation of the Sea Breeze resort in Baku.
