Tashkent, Uzbekistan (UzDaily.com) -- A resolution of the President of 02.02.2022 “On additional measures for the further development of the sphere of culture and art” was adopted.
It has been established that starting from the 2022/2023 academic year in general secondary educational institutions:
students learn to play melodies on at least one of the national musical instruments;
in general educational institutions, one academic hour per week is held on the subject "Music", as well as weekly, in addition to it, practical circles and optional classes in the performance of melodies on national musical instruments;
for teachers in the subject "Music", a mandatory requirement is established for mastering the skills of performing melodies on at least one, and from the 2023/2024 academic year - at least three national musical instruments.
General secondary educational institutions are allowed to hire part-time as a teacher in the subject "Music" and the head of a circle in music full-time specialists with professional or higher education in musical art, who have the skills to perform melodies on at least three national musical instruments, in free time from their main work and with the preservation of the conditions of remuneration at the main place of work.
In general secondary, secondary specialized and higher educational institutions, by decision of the collegium of the Ministry of Culture, "schools of excellence" are being created under the guidance of creative figures in the field of culture and art, awarded with state awards.
At the same time, creative workers who are heads of schools of excellence are paid an additional financial incentive of 15 sizes of basic estimated value on a monthly basis at their main place of work at the expense of the Extra-budgetary Fund of the Ministry of Culture.
For the purpose of organizing cultural and aesthetic recreation for their employees, all state bodies, institutions and enterprises are recommended to introduce the practice of organizing mass cultural and concert and entertainment events, as well as purchasing tickets and subscriptions for them to attend concerts, circuses and theaters at least once a quarter at the expense of extrabudgetary funds and funds of trade union committees.
The resolution envisages a reduction in the taxable base when calculating income tax and turnover tax of legal entities by the amount of funds allocated for holding mass cultural and concert and entertainment events for employees of relevant organizations and their families, including the purchase of tickets for attending these events by them, while the amount of these funds should not exceed 2% of the taxable base.
From 1 April 2022 to 1 January 2025, for organizations whose total income, based on the results of the current reporting (tax) period, at least 60% is income from the production of national musical instruments, the turnover tax and the social tax rate are set at 1%.
To finance the activities determined by the decree, the Ministry of Finance was instructed to allocate 50 billion soums to the off-budget fund of the Ministry of Culture in 2022, of which 25 billion soums by 1 March 2022, the remaining 25 billion soums - as they are developed.
The document approved:
"Roadmap" for the implementation of the Concept for the further development of national culture in the Republic of Uzbekistan in 2022-2023.
Plan for providing buses and trucks to state theaters and the State Institution "Uzbek State Circus" and special vehicles for cultural departments of districts (cities) at the expense of the State budget.
In addition, the Annual calendar plan for mass cultural and concert and entertainment events held at the republican level in 2022 was approved, including schedules for:
international and republican festivals in the Republic of Uzbekistan in 2022;
concert and entertainment events in the form of "madaniyat karvoni" by the Ministry of Culture in the regions in 2022;
art groups and territorial departments of the State Philharmonic of Uzbekistan for concert and entertainment events in 2022;
tours of creative (artistic) groups of the National and State Symphony Orchestras of Uzbekistan, the Center for Uzbek National Maqom Art, the Maqom Ensemble named after Yunus Rajabi and the State Institution "Uzbek State Circus".
