School activities to be organized under constant public scrutiny

Tashkent, Uzbekistan (UzDaily.com) -- In the Legislative Chamber of the Oliy Majlis, the Faction of the People’s Democratic Party of Uzbekistan, together with the working group of the Committee on Science, Education, Culture and Sports, organized a round table. 

It discussed the implementation of the tasks outlined in the Decree of the President of our country "On measures to develop education and science in a new period of development of Uzbekistan", as well as the Decree "On additional measures to further improve the education and training system" from 6 November 2020.

Responsible persons of the Inspectorate for Quality Control of Education under the Cabinet of Ministers, specialists of the Ministry of Public Education, deputy heads of Tashkent city, Namangan, Kashkadarya regional departments of public education, heads of departments, heads of district departments of public education, directors of general education conducted a comprehensive online analysis of the tasks outlined in these documents

At the beginning of the round table it was noted that in the conditions of growing competition in all spheres all over the world, it is important to correctly identify the main directions of development of education and science in the country. From this point of view, if the tasks set by the Presidential Decree are implemented correctly on a systematic basis, they will raise the education and training system in our country to a qualitatively new level.

For more than a month, the draft decree has been submitted for public discussion, proposals have been made. It was emphasized that the document reflects the views and proposals of scientists, young researchers, members of the public, experienced teachers.

The working group of the lower house of parliament, as well as leading experts of organizations operating at the disposal of the Ministry of Public Education, expressed their views and proposals on the implementation of the tasks set in the decree. As noted, first of all, it is necessary to make appropriate changes and additions to regulatory legal acts, to introduce new mechanisms in the public education system.

According to the decree, starting from the 2022-2023 academic year, the average marks of the last 6 years of compulsory 11-year education will be included in the certificates of graduates of general education, secondary specialized educational institutions and vocational schools, which will be taken into account in entrance exams. For this, it is planned to introduce the "Electronic Diary" program.

As the deputies stressed, in order to fulfill this task, the provision of the Internet for all schools must be at a high level. Otherwise, teacher-educators from remote villages will have to travel to district centers to include assessments in an electronic diary. It also places an additional burden on informatics teachers. Such factors must be taken into account.

Along with this, an exchange of views took place on the criteria and mechanisms outlined in the decree for increasing the status of teachers in society, organizing their comprehensive social support and incentives, appointing school principals, submitting programs and reports to local Kengashes to evaluate their work.

From 1 January 2021, the appointment of school principals will be made on a competitive basis in direct agreement with local Kengashes. Each candidate will participate in the competition with his own program to improve the performance of the school over the next 3 years and will report to Kengashes annually. This practice will serve to form a new environment in society for education and upbringing, the study of science. The main goal of such tasks is to organize the activities of schools under constant public scrutiny, to exclude illegal interference in the work of directors, and to solve the problem of frequent personnel changes.

The representatives of the people noted that it is necessary to introduce accuracy in some issues. In particular, on the basis of what criteria the director’s programs will be assessed to improve the school’s performance over the next 3 years, to determine the level of knowledge of the deputies of regional Kengashes in the field of education management and the criterion for evaluating the directors’ reports.

The deputies and specialists of the Ministry of Public Education analyzed the issues of preventing possible controversial issues and problems in the process of organizing the implementation of the tasks set in the presidential decree, creating a convenient and understandable system. Suggestions were made on issues and criteria that should be considered when revising the National Rating Index.
