Rules of ethics and conduct for civil servants approved in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Resolution of the Cabinet of Ministers “On additional measures to ensure compliance with the code of ethics and conduct by civil servants” was adopted.

The document approved:

Model Code of Ethics and Conduct for Public Officials;

Model charter of the ethics commission.

State bodies, the Council of Ministers of Karakalpakstan, regional and city khokimiyats and other organizations were instructed to bring their departmental rules of ethics and conduct, internal labor regulations in line with the Model Code of Ethics and Conduct of Civil Servants by 25 October 2022.

The adopted code establishes model rules for the professional culture of civil servants, appearance and style of dress during and outside of service.

Civil servants should carry out their professional activities on the basis of the following principles:

legality;

fidelity to the Motherland and devotion to duty, full fulfillment of the assigned functional duties, strict observance of executive discipline;

priority of the rights, freedoms and legitimate interests of citizens;

honesty and impartiality;

intolerant attitude to corruption situations and fight against them;

strict observance of the confidentiality of public services;

not abuse of power.

Failure to comply with the Code by civil servants is the basis for the application of moral and disciplinary measures against them. The Ethics Commission applies the following morale measures:

warning;

demanding an apology or a formal apology;

reprimand at collegiate meetings of state bodies and organizations.

The Ethics Commission has the right to submit a proposal to the head of state bodies and organizations to bring a civil servant to disciplinary responsibility.

In case of violation of the rules of ethics by the head of a state body and organization, the ethics commission sends proposals to the head of a higher state body and organization to take appropriate measures against them.
