Road traffic legislation is brought in line with modern requirements

Tashkent, Uzbekistan (UzDaily.com) -- A draft Law, developed by the Ministry of Justice based on the study of best foreign experience, stipulates the following innovations that create convenience for vehicle drivers:

- the right of drivers to use the phone through headphones and other technical devices that allow them to have a conversation without using their hands while driving a vehicle is secured. Liability for repeated use of the phone by drivers while driving a vehicle within a year after the application of an administrative penalty is also excluded;

- administrative responsibility for the installation of a monitor (display) in the front of the vehicle interior is excluded;

- drivers are given the right to use a vehicle without having a driver's license, insurance policy and those with technical passport, subject to the presence of a biometric passport or ID-card issued in the Republic of Uzbekistan;

At the same time, the presence of these documents will be checked by the traffic police officers independently through an electronic system at the place where the driver stops. In order to implement this innovation into practice, the Ministry of Internal Affairs is instructed to complete all work on the integration of the necessary data by 1 December 2021.

A rule is being introduced according to which, when measuring the speed of a vehicle by means of special technical means, an error of 5 kilometers per hour will be taken into account and subtracted from the main speed indicator recorded by a special technical means.
