Tashkent, Uzbekistan (UzDaily.com) -- At the ninth plenary meeting of the Senate of the Oliy Majlis, the results of a parliamentary request sent to the Cabinet of Ministers of the Republic of Uzbekistan on measures to ensure the protection of the rights of citizens of the Republic of Uzbekistan temporarily working in the Russian Federation were discussed.
It was noted that the Government has developed and approved a number of decrees and resolutions of the President of the Republic of Uzbekistan in order to establish systemic control in the field of external labor migration, improve the system of organized employment and attract citizens of Uzbekistan.
In particular, on 15 September, a resolution of the President of the Republic of Uzbekistan "On measures to introduce a system of safe, orderly and legal labor migration" was adopted.
This resolution approved action plans for the effective establishment of the practice of teaching citizens professions and foreign languages, issuing them internationally recognized certificates confirming their professional qualifications, as well as financial and social support for labor migrants who find themselves in a difficult situation abroad, expanding the practice of insuring their life and health, organizing cultural and educational events for them.
The senators noted the importance of consistent implementation of the program measures defined in this document in the elimination of problems and difficulties.
In addition, in order to ensure the prompt dissemination of information in the field of external labor migration, official information channels of the Agency for External Labor Migration were launched in social networks (telegram, facebook) and the labormigration.uz software was developed, consisting of mobile applications providing services related to migration issues.
At the same time, at the plenary session, systemic shortcomings and problems in establishing an effective mechanism for protecting the rights and interests of labor migrants were indicated.
In particular, the level of organized employment of citizens still remains low, since the work to ensure the full implementation in the territory of the Russian Federation of the main intergovernmental agreements that constitute the legal basis of cooperation between Uzbekistan and Russia has not been established on a systematic basis. It was noted at the meeting that this figure is below 10%.
In addition, it was noted that there are a number of shortcomings in the effective use of the potential of Uzbekistan’s representative offices in the Russian Federation by the Ministry of Employment and Labor Relations and the Ministry of Foreign Affairs of the Republic of Uzbekistan in this direction.
Specific instructions were also given on the effective use of the potential of inter-parliamentary cooperation in solving problems in the field of external labor migration and operational consideration of this issue within the framework of the Uzbek-Russian inter-parliamentary commission.
Following the discussion, it was noted that it was necessary to recommend the Cabinet of Ministers, the Ministry of Employment and Labor Relations and the Ministry of Foreign Affairs to develop proposals to eliminate the above problems, paying special attention to the quality of implementation of bilateral agreements, as well as adopting a program of relevant measures.
A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
