Tashkent, Uzbekistan (UzDaily.com) - Today, on 17 November, a meeting of the Senate Committee of the Oliy Majlis of the Republic of Uzbekistan on agrarian, water management and ecology was held in the form of videoconference.

During the meeting, the sides discussed the issues to be considered at the ninth plenary session of the upper house of parliament.

The meeting was attended by members of the Senate, senior officials of ministries and departments, experts and representatives of the media.

First, the results of a parliamentary inquiry sent to the Cabinet of Ministers of the Republic of Uzbekistan on the state of horticultural and viticultural associations and issues of improving their organizational and legal foundations were considered.

It was noted that land plots, structures and cadastral documents of 760 horticultural associations on 7 351 hectares of land have been studied in the republic, 465 of which are registered in accordance with the Regulation on horticultural partnerships, approved in accordance with the Resolution of the Cabinet of Ministers No. 51.

The Cabinet of Ministers approved a plan of practical measures to address the issues raised in the parliamentary inquiry. A draft government resolution "On measures to further improve the mechanism for regulating the activities of horticultural and viticultural associations" was developed, which in July-August of this year was posted on the regulation.gov.uz portal for public discussion. The objectives of this draft are aimed at systematically addressing the issues raised in the parliamentary inquiry. However, to date, this draft resolution has not been adopted.

The Ministry of Justice of the Republic of Uzbekistan expressed serious objections in connection with the inconsistency with the legislation of the provisions on state registration of property rights to buildings and structures located on land plots allocated for gardening and viticulture associations, which is provided for in the draft document, the need to revise some points of the project and the inexpediency of adopting the project document in the proposed edition.

The draft of this document, in accordance with the established procedure, passed financial, economic and legal expertise in the apparatus of the Cabinet of Ministers and was coordinated with the relevant structural divisions. At the same time, an analysis of the proposals and objections expressed by the Ministry of Justice shows the need for a thorough and serious study of this issue on site.

Based on the above, in order to comprehensively study the activities of horticultural and viticultural associations, identify, eliminate problems that may arise and regulate this area, an order of the Cabinet of Ministers of the Republic of Uzbekistan No. 490-r from 13 November 2020 was adopted.

With this order, in order to comprehensively study the activities of partnerships, the republican working group, the approximate composition of the working group of the Republic of Karakalpakstan, regions and the city of Tashkent and districts (cities) were approved.

In addition, the issue of the results of the parliamentary inquiry sent to the First Deputy Prime Minister of the Republic of Uzbekistan A. Ramatov about the problems that arose on issues related to waste and their impact on public health was discussed.

It was noted that by the decree of the President of the Republic of Uzbekistan from 29 September  2020 No. PP-4845, a new procedure was introduced to further improve the management system for work related to household and construction waste generated in settlements, the introduction of high-tech waste processing industries, the wide involvement of business entities in this scope and creation of an enabling environment.

However, a number of problems persist in the area due to shortcomings in the activities of the bodies responsible for the processing, disposal and proper reclamation of industrial and domestic waste, the organization of landfills in accordance with the requirements of sanitary and environmental standards.

In particular, due to the lack of landfills for the placement of construction waste, there are cases of waste disposal on the side of roads, in the protected zones of water bodies and other abandoned areas.

The persistence of the problems of disposal of medical and biological waste, taking into account the level of danger, creates the risk of the spread of various infectious and other diseases among the population.

Insufficient attention is paid to the placement of industrial waste in special landfills, their disposal and recycling. And this leads to a negative impact on human health and environmental pollution. In this regard, the responsible agencies limit themselves to imposing fines against the culprit without taking decisive action.

The activities of 51 landfills are not carried out due to the fact that the work on fencing the landfills and improving their water supply was not carried out at the proper level, the landfills were not reclaimed, did not meet the requirements of sanitary and environmental standards for the disposal of household waste.

At the center of the discussion was the report of the Cabinet of Ministers of the Republic of Uzbekistan on the progress of the implementation of the State Program for the implementation of the Action Strategy in the "Year of Science, Education and the Digital Economy" during nine months of 2020.

An appropriate decision of the Committee was made on the issues considered.
