Results of a study conducted by the Committee on Women and Gender Equality discussed

Tashkent, Uzbekistan (UzDaily.com) -- On 28 October 2020, the Committee of the Senate of the Oliy Majlis of the Republic of Uzbekistan on Women and Gender Equality in the form of videoconference held a meeting on the results of studying the state of implementation of the Law of the Republic of Uzbekistan "On Protection of Women from Oppression and Violence" in Kashkadarya region.

It was noted that the Law is important in that it is aimed at regulating relations and solving problems in the field of protecting women from harassment and violence in everyday life, at workplaces, in educational institutions and other places. Appropriate measures have been taken in Kashkadarya region to ensure the implementation of the Law. In particular, since 2019, a system of individual work with a certain category of women has been introduced in the region in order to timely identify the problems women face, to provide targeted assistance to women in need, including persons with disabilities.

In particular, lists of 2,851 women in the region living in difficult living conditions have been compiled and their problems have been studied. In order to provide targeted social protection, 423 women received medical assistance, 896 women were employed. In addition, they received financial assistance in the amount of 798 million soums.

In the first eight months of this year, local internal affairs bodies issued protection orders to 502 women who became victims of harassment and violence, of which 3 are minors, 139 are young (18-30 years old), 360 are over 30 years old.

As a result of preventive work carried out jointly with representatives of the mahalla and family support departments, it was possible to reconcile 253 families, the rest are under constant control, preventive work is being carried out with them.

Also in the field, 16 centers for the rehabilitation and adaptation of victims of violence and the prevention of suicide have been established in order to provide assistance to victims in conflict situations.

At the same time, the study revealed a number of problems in this area.

In particular, plans of measures for cooperation between the departments directly responsible for the implementation of the Law have not been developed.

A unified database on women victims of harassment and violence in the region has not been formed. 1,146 women are registered in the department of internal affairs alone. In other competent authorities, the data is not compiled in full.

Although the Center for Rehabilitation and Adaptation of Persons Victims of Violence and Prevention of Suicide in the Region is an authorized body ensuring the implementation of this law, they have not been given the necessary instructions and recommendations to district (city) rehabilitation centers, their own program has not been adopted based on the program adopted by the Republican Rehabilitation center. Due to ineffectively established systemic measures, as well as the organization of targeted work to identify and analyze the causes of cases of harassment and violence against women, activities in both district and urban centers are not conducted at the proper level.

During the meeting, opinions were voiced on the elimination of the above deficiencies.

An appropriate decision of the Committee was adopted on the issue under consideration.
