Requirements of legislation in energy sector studied

Tashkent, Uzbekistan (UzDaily.com) -- Committee of the Legislative Chamber of Oliy Majlis of Uzbekistan on industry, construction and trade held a meeting dedicated to the results of the study on implementation of the law “On electricity” in Namangan and Kashkadarya regions.

MPs of the Legislative Chamber, experts and specialists of the corresponding organizations, state bodies and businesses attended the meeting, the press service of the Legislative Chamber of Oliy Majlis said.

It was noted that Uzbekistan created legislative framework for regulating relations in energy sector. Uzbekenergo was created to ensure stable work of the industry and meet demands of population and businesses in electricity.

Uzbekenergo unites 54 enterprises and 40 joint stock companies, 11 unitary enterprises and 3 liability limited company. The company has 10 thermal power stations and 6 hydropower stations, five electricity networks.

Uzbekenergo produced 55.4 billion KWH of electricity in 2014, of which 5.1 billion KWH fell to share of hydro power stations (9% of total volume) and 49.3 billion KWH – thermal power stations (89%). Other 2% fell to share of block stations of the ministries and departments. Consumers of Uzbekistan received 43.2 billion KWH of electricity in 2014, population – 10.2 billion KWH. Total number of consumers makes up 5.9 million.

In 2014, some US$760.5 million were used within the investment programme and constructions were completed within nine investment projects.

Within the investment programme, construction of a high-voltage line "Syrdarya TPP - Yangi Angren TPP" with the length of 123.2 km, , modernization of the second hydroelectric unit at Charvak hydropower plant and two power units of the Syrdarya Power Plant were completed in 2013.

Two enterprises were created in the free industrial zone Jizzakh with the participation of foreign partners Kuyosh issiklik energiyasi specializes in production of water-heating devices using solar energy and Yorkin chiroklar produces energy-saving light-emitting diode devices. Solar power station with the capacity of 130 KWH was commissioned in Pap district in Namangan region with attraction of the grants of South Korea.

The working group studied execution of the law “On electricity” in Namangan and Kashkadarya regions within the control-analytical work. The group familiarized with the work of electricity enterprises of Kashkadarya and Namanan regions and exchanged opinion with specialists.

It was noted that the capacities of Talimarjan thermal power is used for 95%, while the figure for Mubarek thermal power station stands at 50%. The work on stable supply of electricity to consumers, timely payment for supplied electricity and provision with skilled specialists is in poor state in these two regions, the member of the committee Nazir Sobirov said.

During the session, it was underlined that the regions should eliminate shortages and improve their works. At the end of the session, the committee adopted a corresponding decision.
