Requirements for the installation of outdoor advertising and information objects are increasing

Tashkent, Uzbekistan (UzDaily.com) -- At the twenty-fourth plenary session of the Senate, the Law "On Advertising" in a new edition was considered.

The need for a new edition of the Law "On Advertising" lies in the fact that the current legislation contains norms of both a general nature and non-working norms that do not fully cover relations related to advertising activities.

In particular, the lack of requirements for advertising activities, the lack of a clear definition of the powers of state and non-state organizations in the field of advertising become the reason for committing a large number of offenses.

The current Law "On Advertising" was adopted on 25 December 1998, and today it has been amended and supplemented 15 times. In addition to the Law, the sphere is regulated by 3 more departmental acts.

The new version of the Law also includes the norms of these by-laws, thanks to which the Law has become an integral document regulating advertising activities.

It was noted that some concepts that were the cause of uncertainty in the application of the norms were specified, and the Law was supplemented with new concepts.

On the territory of the Republic of Uzbekistan, advertising is distributed in the state language, in addition, its translation may be duplicated in other languages.

The law defines the rights and obligations of the advertiser, producer and distributor of advertising.

It is also established that the layout of objects (structures) of outdoor advertising and information must comply with urban planning documents and ensure compliance with the external architectural appearance of the existing building, urban planning norms and rules, and safety requirements.

In particular, the layout of objects (structures) of outdoor advertising and information and changes made to it are subject to publication on the official websites of the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and the city of Tashkent.

Based on legislative and law enforcement practice, as well as foreign experience, the requirements for advertising are being strengthened and new norms are being introduced.

In particular, it is forbidden to place advertisements in textbooks and notebooks, indicate prices for advertisements in foreign currency, use forms, phrases and images that contradict generally accepted norms of morality and morality, conceal from the consumer information about the main properties of the product.

Another important aspect of the Law is that it introduces new rules on the protection of minors from advertising, in particular from its negative impact, and on limiting the participation of minors in advertising.

In particular, it is prohibited to use screenings of minors in dangerous situations, discredit parents and caregivers, undermine the confidence of minors in them, advertise goods prohibited for purchase or consumption by minors on television channels, television and radio programs intended for minors.

In addition, the Law envisages strict requirements for the advertising of medicines. From now on, it is forbidden to use the participation of famous persons, medical professionals or persons whose appearance mimics the appearance of doctors.

During the discussion, the senators also drew attention to the processes associated with the implementation of certain articles set out in the Law.

In particular, the features of the distribution of advertising through certain types of advertising media, including the requirements for advertising distributed on television, radio, print media, telecommunications networks and the worldwide information network Internet, are considered in detail.

The total duration of advertising distributed on the air of TV channels cannot exceed twenty percent of the broadcast time per hour, but not more than fifteen percent of the broadcast per day.

It is not allowed to interrupt with commercials and combine with commercials TV shows lasting less than ten minutes.

The law was approved by the senators.
