Republican Council on International Ratings and Indices takes place

Tashkent, Uzbekistan (UzDaily.com) -- A meeting of the Republican Council on International Ratings and Indices at the end of 2020 and plans for 2021 was held.

According to the decree of the Cabinet of Ministers of the Republic of Uzbekistan dated August 24, 2020 No. 506 "On approval of the Strategy for improving the public finance management system of the Republic of Uzbekistan for 2020-2024", the system "Accountability-oriented budgeting" is being introduced. At the initial stage of this work, the use of program budgeting is planned.

In particular, the target indicators of the activities of the Ministries of Public Education, Health, Water Resources and the Committee for Roads under the Ministry of Transport, related to the use of budgetary funds, were approved. They are enshrined in the decree of the President of December 30, 2020 No. PP-4938 "On measures to ensure the implementation of the Law of the Republic of Uzbekistan" On the State Budget of the Republic of Uzbekistan for 2021 ". The resolution also determined that when forming the draft State Budget for 2022, the Ministry of Finance, with the involvement of international experts, forms target indicators of budget expenditures of all ministries and departments and implements a target planning system.

In this regard, within the framework of the “Institutional Capacity Building” project, implemented jointly with the World Bank, an international competition of experts was held. The LINPICO SARL international consulting organization (France) was recognized as the winner. On February 10 this year, an agreement was signed between the parties. On February 22, an introductory meeting took place, at which tasks were agreed upon to be performed by LINPICO SARL experts over the next 20 months.

All ministries and departments will be instructed to determine the qualitative and quantitative indicators of funds allocated from the State budget for the implementation of development programs. The ultimate goal is to achieve effective and efficient implementation of these target indicators.
