Bakhtiyor Rakhmonov was born in 1959 in Tashkent region.

In 1996 he graduated from the Kiev Civil Engineering Institute, in 2000 - the Academy of State and Public Construction under the President of the Republic of Uzbekistan.

For many years he held a number of responsible management positions. From 2018 to the present, he worked as the khokim of Almazar region.
