Tashkent, Uzbekistan (UzDaily.com) -- A resolution of the President "On measures to improve the efficiency of state control over the use of land" was adopted.
In accordance with the resolution, the following were created:
Office for the Prevention of Theft of Land Resources under the General Prosecutor's Office;
Departments for the prevention of theft of land resources in the prosecutor's offices of the Republic of Karakalpakstan, regions and the city of Tashkent.
From 1 March 2022:
photo and video materials about the facts of unauthorized seizure and illegal use of land plots, sent by the population and self-government bodies of citizens to the General Prosecutor's Office (short number 1007) and the Cadastre Agency (short number 1097), are considered in the manner prescribed by legislative acts;
self-government bodies of citizens and assistants to khokims of districts (cities) on the development of entrepreneurship, employment and poverty reduction in the mahalla are given the right to send requests to local executive authorities, construction and cadastre authorities on the legality of the construction of any building or structure on their territory.
These requests are subject to mandatory consideration within 5 working days, following the results, information is provided on the presence or absence of permits for the commenced construction of buildings and structures.
According to the resolution, a map of information on committed crimes related to land plots is maintained separately in the E-YER NAZORAT system.
By the end of 2022, measures will be taken on a test basis to identify, through the processing of satellite images, illegally occupied land plots and illegal buildings and structures in Mirzo-Ulugbek and Yunusabad districts (Tashkent city), Kibray and Tashkent districts (Tashkent region).
In addition, an inventory of decisions of local representative and executive authorities on the provision of land plots will be carried out based on the following schedule:
by 1 May 2022 - decisions taken in 2016-2021;
by 1 August 2022 - decisions taken in 2006-2015;
by 1 January 2023 - decisions taken before 2006.
According to the resolution:
The Ministry of Agriculture, at least once a quarter, monitors the rational and efficient use of sown lands, as well as the state of sowing planned crops and caring for them;
The Cadastre Agency takes measures to identify the facts of failure to carry out state registration of rights to all types of land plots, regardless of the category of land, as well as buildings and structures, to prevent unauthorized seizure and unauthorized change of the boundaries of land plots.
The resolution established the Department for Combating theft of Land Resources in the structure of the Operational Investigative Department of the Ministry of Internal Affairs, and in the territorial operational-search services - units for combating theft of land resources.
