Tashkent, Uzbekistan (UzDaily.com) -- A Government resolution “On measures to introduce openness standards in the field of roads and strengthen public control in this area” was adopted.

According to the Resolution, from 1 July 2022, the Shaffofyo’l platform will be launched in test mode, containing a database related to the field of roads.

The Resolution approved the list of information (17 titles) to be posted on this platform. 

On a separate page of the "Shaffof yo’l" platform, based on public opinion, photos and video messages from the population about road malfunctions, as well as emergency technical problems that have arisen for safe movement on roads and roadsides (traffic lights and road signs are not installed or damaged, aftermath of events caused by natural disasters). 

Until 1 May 2022, an interactive online map-scheme of construction, reconstruction and repair of roads will be developed and posted on the platform. 

From 2023 onwards, the practice of mapping road sections of all categories, construction, reconstruction, the repair of which is provided for next year, is introduced annually.

According to the Resolution, through the information portal “Ochiq budget”, the funds allocated in the parameters of the budgets of districts (cities) for the repair of internal roads of regional significance will be directed to the repair of on-farm roads, taking into account the formed public opinion.

A separate regulation was approved in this regard.

According to the regulation, the acceptance of proposals for the repair of internal roads based on public opinion is carried out annually until 10 January, and the selection of winners among the submitted proposals by voting is carried out until 31 January of the current year.

Adult citizens may participate in the process of submitting proposals and voting.

Citizens can submit only one proposal for the repair of internal roads annually and vote for only one proposal.

Citizens are not allowed to vote for their proposed proposal.

Internal routes chosen by citizens are automatically generated on the information portal in the form of proposals and provide an opportunity for other citizens to vote.

Proposals submitted in each district and city are sorted from top to bottom based on the highest number of votes cast for them.

The winning proposals will be determined automatically in the parameters of the district (city) local budgets, taking into account the cost of implementing the proposals within at least 50% of the funds allocated for the repair of intra-regional roads.

According to the Resolution, by March 1, 2022, the Register of on-farm roads will also be formed, containing the address (geoposition), full name, length, condition of on-farm roads (asphalt, repaired) and other data.

From January 1, 2023, the "Shaffof yo’l" platform will be fully launched.
