Priority tasks for the integrated development of Surkhandarya and improving the well-being of the population identified

Tashkent, Uzbekistan (UzDaily.com) -- A meeting was held in Termez with the participation of deputies of the Surkhandarya regional kengash, entrepreneurs and farmers, representatives of the older generation and youth, public activists.

President of the Republic of Uzbekistan Shavkat Mirziyoyev outlined the priorities for the integrated development of the region, improving the life of the population according to the "mahallabay" system.

- We came to meet with you and solve problems. We have been preparing for this trip for a long time. There are no questions left depending on Tashkent. Now it is necessary to use the provided means and the system wisely, to work in a targeted manner on the ground. No matter how hard I try, if you yourself do not act with full dedication, the welfare of the people will not increase. If you use the internal resources of Surkhandarya, there will be all conditions for solving problems of concern to people. For this, sector leaders must show dedication, go down "down" and work according to the "mahallabay" system, - said Shavkat Mirziyoyev.

The development of entrepreneurship and the provision of employment are identified as priority areas.

In order to stimulate the development of Bandikhan, Kyzyryk, Muzbat and Sherabad districts, the head of state proposed to exempt newly created enterprises from taxes on land, property, from the turnover of small enterprises and a fixed income tax from individual entrepreneurs for a period until 1 January 2024.

It was noted that 1,177 investment projects worth 16 trillion 900 billion soums will be implemented in Surkhandarya region in 2021-2022. As a result, it is planned to create 25 thousand new jobs.

“It is necessary to accelerate the development of such driving industries as the construction materials industry, light, leather, food, electrical, local industries and increase the number of new projects in the region,” the President said.

Proposals were made to compensate part of the transportation costs and interest on loans when exporting building materials, providing benefits to local industrial enterprises that produce import-substituting household goods, when importing raw materials and semi-finished products.

The need to organize clusters is indicated, specializing Boysun, Saryasi, Sherabad districts for the production of building materials, Kyzyryk district for the light industry, Altynsai district for the food industry, Bandikhan and Muzrabat districts for the local industry. In particular, an innovative industrial zone for the production of building materials will be created in Saryasi district.

In agriculture, it is planned to implement investment projects for 3 trillion 121 billion soums. In particular, 950 billion soums will be allocated to create greenhouses with an area of 1,000 hectares. Olive plantations will be organized in Altynsai, Uzun, Bandikhansky, Denau, Jarkurgan, Muzrabat, Termez and Saryasi districts, and pomegranate orchards in Sherabad, Muzrabat and Kyzyryk.

The task has been set to create, based on the example of Surkhandarya, an integral system for the effective use of household land, which will link owners, procurement enterprises, processors and exporters.

It was instructed to provide employment for 50 thousand people this year through public works, the creation of cooperatives and household plots. It has been determined that 32 billion soums will be allocated for these purposes from the Employment Promotion Fund and the Public Works Fund.

The head of state also touched upon the development of social infrastructure.

This year, 483 villages and makhallas are being improved in the region within the framework of the Obod Kishlok and Obod Mahalla programs. 1.6 trillion soums have been allocated for these purposes.

It was noted that 1,230 kilometers of roads will be repaired and 1,000 kilometers of power lines will be laid.

The President stressed the need in the next 2-3 years to completely solve the problem of supplying drinking water to 1.5 million residents of the region, for which it is necessary to develop a project for laying 400 kilometers of trunk networks from the Tupalang reservoir.

The Ministry of Finance was instructed to allocate an additional 200 billion soums for the development of social, communication and road infrastructure in the region in 2021.

At the meeting, an open dialogue with citizens took place in city and regional studios.
