Prime Minister of Uzbekistan Participates in CIS Council of Heads of Government Meeting

Tashkent, Uzbekistan (UzDaily.com) — On 5 June 2025, the latest meeting of the Council of Heads of Government of the Commonwealth of Independent States (CIS) was held in Dushanbe.

The meeting was attended by the Chair of the CIS Council of Heads of Government, Prime Minister of the Republic of Tajikistan Kokhir Rasulzoda, as well as the heads of government and official representatives of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Turkmenistan, and Uzbekistan. CIS Secretary General Sergey Lebedev was also present.

The meeting was held in two formats — restricted and extended.

During the restricted session, participants discussed pressing issues of economic cooperation within the CIS framework. In the extended session, attention turned to the review of key documents aimed at enhancing industrial and technological collaboration, as well as strengthening humanitarian ties among the member states.

Cooperation in Engineering and Light Industry

One of the central outcomes of the meeting was the adoption of the Agreement on Cooperation in the Development of the Heavy Engineering Sector. This document is focused on deepening industrial cooperation, introducing modern technologies, sharing best practices, training qualified personnel, and building production chains designed to manufacture high-tech and competitive products, including for export.

Additionally, the Council approved a comprehensive Plan for the Development of Cooperation in the Light Industry Sector among CIS countries. The document outlines priority areas such as improving raw material processing efficiency, modernizing equipment and facilities, adopting energy- and resource-saving technologies, and advancing related industries.

It also calls for the establishment of competence centers, harmonization of standards, and improvement of the regulatory framework for product safety.

These topics were presented in a report by Kabir Sherali, Minister of Industry and New Technologies of the Republic of Tajikistan.

Air Navigation, Public Health, and Volunteerism

Among the approved initiatives was the Concept for Harmonizing National Air Traffic Management Systems. Developed in light of significant changes in the sector over the past two decades, the document aims to unify regulations and procedures, enhance flight safety, and improve the efficient use of airspace.

The Council also adopted a revised version of the Concept for Cooperation in the Field of Public Health. It emphasizes transparency, engagement with international organizations, and the use of modern digital technologies, including telemedicine. The document is focused on strengthening public health systems and advancing scientific and innovative research in medicine and pharmaceuticals.

Furthermore, the participants signed the Statute on the CIS Volunteer Forum, which will be held annually in member states on a rotating basis in alphabetical order. The forum is intended to serve as a platform for sharing experiences and promoting the development of volunteer movements across the region.

Decisions and Appointments

The meeting also resulted in:

Amendments to the 1994 Agreement on the Investigation of Workplace Accidents Involving Workers Outside Their Country of Residence;

Approval of several regulations related to cooperation in telecommunications, broadcasting, and radiological-chemical safety;

Establishment of a commemorative badge “For the Development of Tourism in the CIS” and adoption of its official guidelines;

Review of documents concerning the activities of the CIS Economic Court.

As part of personnel decisions, Konstantin Laykam (Russia) was reappointed as Chairman of the CIS Interstate Statistical Committee, while Sabyrzhan Ungarbayev (Kazakhstan) was appointed First Deputy Head of the CIS Anti-Terrorism Center.

The next meeting of the CIS Council of Heads of Government is scheduled to take place on 30 September 2025 in Minsk.
