President Signs Decree on Development of Construction Materials Industry

Tashkent, Uzbekistan (UzDaily.com) — On 1 December 2025, President Shavkat Mirziyoyev signed a decree “On Measures to Develop the Construction Materials Industry.”

The document sets strategic objectives for expanding the sector and enhancing its export potential.

According to the decree, the production volume of construction materials is planned to increase to 62 trillion soums.

Special attention is given to export development: industry enterprises are expected to raise exports to US$1.5 billion.

Additionally, the decree provides for the phased introduction of environmentally friendly, resource-saving, and energy-efficient materials in the construction sector.

From 1 July 2026, when reviewing design and estimate documentation, organizations authorized to conduct urban development expertise will verify that at least 25% of materials used meet these requirements.

To facilitate export deliveries, the decree instructs the State Security Service and Border Troops to ensure safe passage for representatives of Uzbek construction materials producers through the Termez border checkpoint when traveling to Afghanistan and returning.

The document aims to modernize the industry, increase its competitiveness, and support sustainable development of the construction sector.
