President Reviews Plan to Expand Public Services in the Justice System by 2027

Tashkent, Uzbekistan (UzDaily.com) — On 5 September, President Shavkat Mirziyoyev reviewed a presentation on measures to expand the provision of public services within the justice system.

Over the past eight years, around 70 laws and resolutions have been adopted to modernize the work of justice bodies, granting more than 20 additional powers. A total of 202 public service centers have been established across the regions, now providing more than 500 types of services under a one-stop-shop model. Obtaining required certificates now takes 5–10 minutes instead of several hours or days.

However, several issues remain unresolved. Insufficient electronic interaction between government agencies creates bureaucratic barriers; more than 200 services are still delivered through outdated methods; and residents of remote areas face limited access to self-service opportunities.

The presentation outlined proposals for further expansion and simplification of services. By 2027, the number of available services is expected to increase to 900, with 80 services simplified annually under a “three-step” principle. Around 1,100 interactive kiosks will be installed in high-traffic areas and remote neighborhoods.

Citizens will no longer be required to submit 30 types of documents, including medical examination results for marriage registration and information on changes of residence for conscripts, as these will be automatically requested through information systems.

Currently, notaries provide more than 80 services, but only 11% are available online. Between 2025 and 2027, 20 notarial actions will be digitized, allowing online access with Face-ID verification without the need for original documents.

The Hadicha Suleymanova Forensic Expertise Center currently conducts 64 types of examinations, though only half are available in the regions. The plan provides for strengthening the technical capacity of regional centers, expanding available examinations from 15 to 25, introducing digital technologies and automated systems, and fully transitioning document exchange between investigative, prosecutorial, and forensic bodies to electronic format. New types of examinations will include 3D accident reconstruction and video and photo forensics.

Support has also been given to initiatives for developing private forensic services, establishing the Chamber of Forensic Experts of Uzbekistan, and granting independent practice to select bureaus.

Legal literacy will be promoted through the “Smart Explanation” system and the AdliyaTV online platform, where specialists will explain legislation in simple language.

Heads of departments under ministries and agencies will be given greater initiative, responsibility, and authority, including the right to adopt departmental regulatory acts under simplified procedures with registration periods reduced by half.

Following the presentation, the President signed decrees and resolutions to implement the proposed measures.
