President Orders Acceleration of Legal Framework for Enterprise Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has instructed to expedite the development of the legal framework for the operation of the International Center for Digital Technologies, Enterprise Uzbekistan.

On 20 January, the head of state reviewed a presentation on the achievements to date and priority tasks for 2026 in the field of digital technologies, according to the Ministry of Digital Technologies.

Sherzod Shermatov, Minister of Digital Technologies, told Oʻzbekiston 24 that the president set the task of accelerating the preparation of a new law, which will create additional opportunities for attracting foreign companies.

In addition, Mirziyoyev instructed improvements to legislation governing artificial intelligence, establishing basic definitions for the use of AI and preventing misuse.

Enterprise Uzbekistan was established in November 2025 by presidential decree with the aim of attracting investment into the IT sector and forming a globally competitive digital ecosystem. The center will operate within IT Park Uzbekistan under a special legal regime based on the laws of England and Wales and standards of leading international financial centers.

Residents of Enterprise Uzbekistan will be able to engage in software development, IT consulting and outstaffing, provide remote services, develop video games and content, advance artificial intelligence technologies, manage data storage and processing, and offer IT education. The center will be governed by a special council headed by the president, including the prime minister, vice prime minister, several ministers, the governor of the Central Bank, and heads of relevant agencies.

The center’s territory will encompass the entire IT Park Uzbekistan complex, and its management company will be the sole shareholder. Enterprise Uzbekistan will provide a favorable legal environment for foreign investors, protect their rights, facilitate venture capital investment by local companies, and support the conclusion of international agreements.

The Central Bank will develop rules for banking services and currency regulation, while the National Agency for Advanced Projects will establish procedures for insurance and securities services. Services for center residents will be provided under a “single-window” principle, including access to tax authorities staffed with English-speaking personnel.

Companies that are not residents of Enterprise Uzbekistan will be able to provide financial, consulting, investment, and legal services to residents without benefiting from tax or customs incentives.

Disputes between center residents and other enterprises will be resolved by a specialized independent court.

The Cabinet of Ministers has been instructed to prepare a draft constitutional law “On the International Center for Digital Technologies” within three months, which will formalize the legal status and operational framework of Enterprise Uzbekistan.
