President of Uzbekistan Reviews Activities of Tashkent City Security Service

Tashkent, Uzbekistan (UzDaily.com) — On 27 January, President of Uzbekistan Shavkat Mirziyoyev familiarized himself with the activities of the City Security Service under the Main Department of Internal Affairs of Tashkent, paying special attention to public safety and property protection.

During the visit, the President emphasized that modern approaches to security, based on international best practices, are being implemented in Uzbekistan, with the Department of Security of the Ministry of Internal Affairs playing a key role.

In 2025, the Department of Security was transferred from the National Guard to the Ministry of Internal Affairs. Since then, concrete plans have been developed to carry out its mandate, including the introduction of new technical security mechanisms and citizen services.

Significant improvements include the installation of “panic buttons” in apartment buildings, greatly increasing the number of protected residences, and the implementation of protective orders for women at risk. Coordination systems with other MIA security units have also been established.

Over the past year, the number of protected facilities increased by 99%, protected apartments by 118%, technical security centers by 19%, and the operational teams and supporting personnel by 15%.

President Mirziyoyev inspected the service’s specialized equipment, drones, and vehicles used for maintaining public order and observed demonstrations of security technologies within the “Safe City” concept.

This concept includes intelligent video surveillance systems capable of rotation, facial recognition, and vehicle license plate identification. Cameras are being installed in mahallas, residential areas, public spaces, educational institutions, and city entry and exit points.

In regional areas, the “Kalkon” information system is fully operational, providing online monitoring, operational management of forces and resources, and real-time crime detection using artificial intelligence.

The President stressed the importance of working directly with mahallas, including apartment inspections, ensuring security, and regularly analyzing risk factors for crimes.

A unified platform has been established, consisting of 13 data processing centers, a single electronic map, 42,750 smart cameras, and 17 fire monitoring systems, forming the core of the “Safe City” framework. Integration continues for intelligent transport systems, parking management, environmental and seismic monitoring, and emergency alert systems. Mirziyoyev highlighted that the platform helps law enforcement save hundreds of billions of sums in budgetary funds and that Uzbekistan’s experience is attracting international attention.

During the visit, the President was briefed on the construction of a new building for the MIA Academy’s Department of Digitalization. Plans include expanding network coverage, integrating at least four new AI-based systems, and elevating digital capabilities to international standards.

The visit also addressed emerging forms of crime, especially cybercrime, noting the need to enhance the qualifications of bank and law enforcement personnel, train specialists in surveillance systems, and conduct regular courses.

As part of the “Safe Street,” “Safe Sidewalk,” and food street security initiatives, President Mirziyoyev observed the training of security service staff, practical exercises for preventive inspectors, and the operations of the situational center. The center coordinates security units, monitors their forces and resources online during operational and emergency situations, and ensures effective management of city safety.
