President of Uzbekistan Proposes Initiatives to Combat Poverty and Social Inequality

Tashkent, Uzbekistan (UzDaily.com) — On 4 November 2025, President of the Republic of Uzbekistan Shavkat Mirziyoyev delivered a speech at the Second World Summit on Social Development held in Doha, Qatar, emphasizing the importance of international cooperation in promoting social justice, reducing poverty, and ensuring a decent standard of living for every individual.

In his address, the head of state expressed gratitude to the summit organizers, highlighting the high level of preparation of the forum, the hospitality of the Emir of Qatar Sheikh Tamim Al Thani, and the personal contribution of UN Secretary-General António Guterres.

Mirziyoyev stressed that Uzbekistan is actively implementing social reforms aimed at improving citizens’ well-being. The country has established a unified social protection system through the National Agency for Social Protection, covering all levels of society, including mahallas and individual families.

As a result of these measures, the poverty rate in the country has decreased from 35% to 6.6%. The President affirmed the continuation of reforms to further reduce social inequality.

The head of state proposed several initiatives for international discussion.

First, he advocated for the creation of a Global Social Justice Fund aimed at mobilizing resources for social programs in developing countries.

Second, Mirziyoyev highlighted the need to develop a Global Initiative on Social Responsibility and Decent Work, taking into account the impact of high technology and artificial intelligence on the labor market.

The third initiative focuses on expanding educational opportunities. The President noted that the annual economic loss due to illiteracy amounts to approximately $1.4 trillion, creating barriers for youth in the labor market and contributing to inequality. He proposed holding one of the upcoming summits in Uzbekistan with a primary focus on educational programs.

The fourth initiative concerns the protection of migrant workers and their families. Mirziyoyev pointed out that over 300 million people currently work abroad, often facing violations of their rights, and proposed organizing an International Forum on Social and Legal Protection of Migrants, as well as adopting a global support program for them.

Finally, the President addressed the impact of climate change on the population, particularly vulnerable groups, farmers, and residents of environmentally stressed regions. Uzbekistan plans to launch a new model of socio-economic development in the Aral Sea region, designated as a zone for ecological innovations and technologies, with subsequent sharing of experience on the international stage.

President Mirziyoyev emphasized that the summit’s decisions will provide hope and support to millions worldwide, contributing to stabilization and improved quality of life. He expressed full support for the Doha Political Declaration, the sustainable development principles adopted at the forum, and Uzbekistan’s readiness to actively participate in their implementation.
