President of Uzbekistan approves abolishment of on correspondence programs from 2025/2026 academic year

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan will discontinue admissions to distance (correspondence) education programs beginning with the 2025/2026 academic year, following a presidential decree on improving the quality of education and educational services.

According to the decree titled “On Additional Measures to Ensure Quality of Education and Improve the System of Educational Services,” the country will shift away from traditional distance education. In its place, alternative formats—such as optimized part-time learning based on the credit-modular system—will be gradually expanded.

However, admissions to all alternative formats combined must not exceed 50% of full-time program admissions. Any institution exceeding this limit will be in serious violation of licensing regulations, which may result in license revocation.

Under the new framework, master’s degree programs may train scientific and pedagogical personnel using alternative learning formats.

Additionally, every higher education institution—regardless of ownership or subordination—will be required to establish a dedicated unit for education quality control. These units will be responsible for ensuring compliance with the decree’s standards.
