Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev held a meeting on 28 August 2018 on improving management in the field of road transport, expanding the scale of transport services.
It was said that the Uzbek Agency of Road and River Transport was organized on 6 March 2018. At the same time, Uzbekistan adopted a Road Transport Infrastructure Development Program for 2018-2021.
As part of its implementation, more than 50 routes for passenger transportation have been opened, 9 bus stations have been built, 82 new buses have been purchased. Five international bus routes to Kazakhstan, Kyrgyzstan and Tajikistan have been established.
The meeting defined the tasks to continue reforms in the sphere, provide modern transport services on inter-district and inter-city routes, between regional centers and remote villages.
In particular, instructions have been given to introduce a new transport service system by the end of this year, according to which the transport services in the regions and on the routes will be transferred to private operator-dispatchers on the basis of public-private partnership.
Private operators-dispatchers, who have a license and won tenders, on a contractual basis, will unite the subjects of rendering transport services in the respective regions or routes, creating a single platform for them. The most important priority is to ensure traffic on routes with low passenger traffic. Subjects of transportation services will receive preferential loans in the framework of the programs "Every family is an entrepreneur", "Youth is our future".
It was noted that more than 30 percent of the routes in the regions are inactive, in connection with which it is necessary to organize 13 automobile enterprises and to buy 400 Isuzu buses by the end of 2018, and 780 Isuzu buses by 2019.
The meeting pointed to the need to create amenities so that people could receive income using their own freight transport. Instructions were given to involve the private sector in the system of cargo transportation, drastically reduce licensing and licensing procedures for freight carriers, and establish the activities of private freight forwarding organizations.
Particular attention was paid to the issues of increasing the participation of domestic actors in transit cargo transportation, development of the infrastructure of highways.
Uzbek leader set the task of concluding additional agreements with foreign states and large companies for the transportation of goods through our country, accelerating the use of the Trans-Afghan, Transcaucasian, Trans-Chinese and other highways, organizing joint ventures with cargo carriers, joining international documents in the sphere, drafting the relevant draft law
The meeting criticized the low efficiency of route management in Tashkent, the deterioration of the bus fleet, which is 75 percent, the lack of electronic displays with a schedule of buses, free Internet, video surveillance in buses and related mobile applications. In this regard, it was pointed out the need to develop a concept for the cardinal renewal of passenger transport in the city of Tashkent.
Instructions are given for the wide introduction of information and communication technologies in the sphere of transport services, the electronic system for the payment of fare, the development of the system and infrastructure for the transportation of passengers in the capital at the level of large metropolises.
