President criticizes law enforcement and controlling bodies

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov in his speech at the ceremony dedicated to the 23rd anniversary of Constitution stated that violation of legislation and principle of justice, as well as neglect of law enforcement and controlling bodes to their duties are observed in Uzbekistan.

Uzbek leader said that the Constitution firmly sets that our main goal is to construct democratic legal government with fair society. Uzbek President said that the people of Uzbekistan can endure any hardship, but will not to tolerate injustice.

The people lost trust to justice and democratic norms, outlined in Constitution and the laws, if the laws are not implemented, when the law differs from life.

Uzbek leader said that Gallup issued an Index of Rule of Law, which was prepared by surveying 142,000 people in 141 countries. Uzbekistan took the second place in the index, he said.

However, he said that there are facts of violation of norms of the legislation, principle of justice, as well as neglect of law enforcement and controlling bodes to their duties are observed in Uzbekistan, and it is not secret. This is reality and it is impossible unnoticed it, Karimov said.

Analysis showed that about 500 complaints to officials of law enforcement and controlling bodies were received in nine months of 2015, which were related to illegal actions of the officials of the Interior Affairs Ministry, Uzbek leader said. About 96% of the complaints, received to hotline of Justice Minstry, were satisfied.

He said that these figures say that people had all foundation to be dissatisfied from the decisions of some state bodies.

Islam Karimov said that the people were complaining on illegal decisions of the law enforcement bodies, bold relation of officials to people. Sometime, officials failed to consider appeals of population in time or without attention. The citizens also complain on violation of procedural legislation by investigation bodies, he said.

President underlined that the entrepreneurs continue to complain against illegal inspections despite adoption of several legislative acts directed at avoiding illegal inspections. He said that these and other cases are evidence that we should do a lot to ensure that law enforcement officials understand that their main task to protect rights and interests of the citizens, ensure rule of law and full implementation of the legislation.

Uzbek leader criticized the Prosecutor-General’s Office, which supervises for full and single implementation of the law in Uzbekistan.

He said that 426 complaints against officials of Prosecutor-General’s Office were received in nine months of 2015. In the result, 45 of people were attracted to disciplinary responsibility, 22 of them were released from their posts, while 33 were fired from the Prosecutor-General’s Office.

Uzbek President said that Senate of Oliy Majlis, in this connection, should consider issues on strengthening control and legal activities of the Prosecutor-General’s Office in a short period of time.

Islam Karimov said that it is not normal when there are no laws, which regulate activities of interior and prosecutor bodies. It is necessary to amend and clarify their status, forms and methods of work, first of all in ensuring rule of law, protection interests and rights of citizens, he said.

President Islam Karimov underlined that it is necessary to form respect to law, legal awareness and high legal culture among population to ensure rule of law.
