President approves measures to transform local administrations into modern integrated service structures
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a decree “On additional measures to fundamentally improve the activities of district (city) administrations for the sustainable socio-economic development of the regions.”
The document defines the key directions for modernizing district and city hokimiyats.
The main goal is to fully implement the principle of “serving the interests of the population and entrepreneurs” by transforming local administrations into modern structures that provide comprehensive services to both citizens and businesses.
The decree also envisions expanding the administrative powers of hokimiyats to enable independent decision-making on local issues, as well as clearly defining the priority tasks and areas of responsibility of hokims in regional development.
Starting from 1 January 2026, 33 hokimiyats will operate in pilot mode under the status of “District (City) in the Image of New Uzbekistan.” Other district and city executive bodies in the Surkhandarya region will be integrated into the structure of the corresponding hokimiyats.
During the pilot phase, district and city hokims will directly oversee the activities of executive bodies to ensure effective implementation of assigned functions and objectives.
The number of deputy hokims will be set at six for pilot hokimiyats in the Surkhandarya region and four for other district and city administrations.
