Tashkent, Uzbekistan (UzDaily.com) -- Members of the UzLiDeP faction analyzed the execution of the State budget and budgets of state trust funds from the point of view of the interests of the electorate and the implementation of the tasks set in the Election Program.
In the context of the global economic crisis and the growing demand for international financing, the provision of long-term concessional loans to Uzbekistan by international financial organizations, in particular, the World Bank, the International Monetary Fund, the Asian Development Bank, confirms the effectiveness and consistency of the reforms being carried out, especially the economic measures being carried out in a pandemic. coronavirus.
It was also emphasized that in a pandemic, it is necessary to fully provide all regions with equal provision of tax and customs benefits to the population and entrepreneurs.
Representatives of the Adolat Social Democratic Party faction positively assessed the allocation of funds to the health sector from the State Budget (8.07 trillion soums) and the Anti-Crisis Fund for a total of 724.3 billion soums for measures to prevent infection and spread of a new type of coronavirus. The faction members also paid attention to some existing problems. In particular, they criticized the fact that in the context of the pandemic, there were cases of late payment of additional allowances for health workers allocated by the state. At the same time, it was noted that in June-July there was a delay in the provision of medical care to patients with coronavirus and patients with suspicion of it. The need to prepare for the next wave of possible spread of coronavirus was emphasized, including additional preparatory work in the medical system.
During the discussions, members of the faction of the People’s Democratic Party of Uzbekistan drew special attention to the fact that in the context of a pandemic, the bulk of the state budget expenditures is directed to health care, education, targeted social support of the population, and the funds are used effectively.
The deputies positively assessed the fact that 53.4 percent of total expenditures were directed to financing social expenditures while maintaining the social orientation of the State budget.
Along with this, the focus of the members of the faction was the negative cases observed in some areas. In particular, the subject of disputes was the failure of the Ministry of Public Education to disburse 672.9 billion soums from funds allocated for the construction, reconstruction, overhaul and equipment of 1,919 secondary schools, the Ministry of Preschool Education – 1.88 trillion soums allocated for 256 preschool educational institutions, in the health sector - 538.6 billion soums.
Members of the Milliy Tiklanish Democratic Party faction assessed as a positive fact the creation of new jobs in the country through the launch of empty production facilities in a pandemic, the involvement of the population without a stable source of income in various sectors of the economy.
At the same time, it was noted that in the use of budgetary funds, financial errors, shortages, development and illegal expenses are increasing. In particular, the Ministry of Public Education identified 235 cases of offenses in the amount of 21.5 billion soums, compared to the corresponding period of 2019, cases of offenses increased 2.5 times, in the system of the Ministry of Health - 2.3 times, in the system of the Ministry preschool education - 1.4 times, in the system of the Ministry of Culture - 2 times, in the system of the Ministry of Physical Education and Sports - 3.4 times and in the system of the Ministry of Housing and Communal Services - 2 times.
The deputies noted that the factor of increasing the share of domestic debt in optimizing the state debt is also effective, it is important in the development of the national economy, that the government should pay attention to this issue.
The deputies of the Ecological Party of Uzbekistan, positively assessing the allocation of funds from the State budget for environmental protection, rational use of natural resources and prevention of environmental problems during the reporting period, expressed critical opinions that these funds were not always effectively and timely used by the responsible ministries and departments. In particular, only 4.3 percent of the funds allocated from the republican budget for measures to create and reconstruct protective forest plantations to combat wind erosion of irrigated lands and to prevent sands of water facilities was used.
