Political reforms are an important factor for the development of the country
Representatives of UzLiDeP, MPs of local councils, public, civil society and the media participated in the event.
It was noted that from the first days of independence, thanks to the wise policy of President Islam Karimov, Uzbekistan adhering to its own model of development is steadily following the path of building a democratic state and strong civil society, modernization and renewal of the economy, raise living standards.
During the event, the participants also noted that the basis of all changes in our country is the Constitution of the Republic of Uzbekistan – the Main law of the country. As noted our President Islam Karimov in his speech at a solemn meeting dedicated to the 23rd anniversary of the Constitution of the Republic of Uzbekistan «Our Constitution is a legal and legislative framework for creating an independent, sovereign, democratic state, strengthening the priority of private property in a mixed market economy and guaranteeing its protection, and also the formation of the country’s civil society, where the interests, rights and freedoms of the people become the highest value».
D.Abdukadirov, chairman of the Committee of the Legislative Chamber on Legislation, Judicial and Legal Issues, member of UzLiDeP faction:
— In recent years a large-scale work has been carried out aimed at consistent implementation of the constitutional principle of separation of powers, creating between them an effective system of checks and balances, strengthening the powers of the legislative and control functions of representative government in the center and at places.
The referendum which was held on January 27, 2002 for establish the bicameral national parliament is an important political reform in the country. It provided a mandate for the further reformation of the state’s legislative power and confirmed that the electorate’s major priorities were to create a system of parliamentary "checks and balances" to improve the quality of legislation while providing a balance between national and regional interests. The Senate, Uzbekistan’s upper house of Parliament, which primarily represents the local Councils, would increasingly assert its regional representation while the Parliament’s secondary lower house, the Legislative chamber, would perform its professional responsibilities.
With a view to continuing decentralizing power and liberalizing the political system, President of Uzbekistan Islam Karimov initiated the Concept of further deepening democratic reforms and establishing civil society with stipulated major amendments to the legislation and on the basis of which has already been adopted and entered into force 34 laws.
These amendments have introduced a new procedure of nomination and approval of the Prime Minister, thus enlarging the Parliament’s oversight powers over the Government. The Prime Minister shall be nominated by a majority political party in the Legislative Chamber (Lower House), or by several political parties.
All this, of course, is the result of reforms in the state system that serves to strengthen the sustainable development and the effectiveness of policy reforms.
This event was held in a constructive and business atmosphere, where the participants again exchanged views on the above mentioned issues.
